The municipality of Kalayaan is now an insurgency-free town in the province of Laguna following the ceremonial signing of a Memorandum of Understanding held at 3rd Floor, Municipal Bldg. SB Session Hall, Kalayaan, Laguna, today, July 4, 2023.

The declaration of Stable Internal Peace and Security (SIPS) status was conferred by an inter-agency body after successfully meeting the criteria, specifically the absence of recorded NPA violent activities for at least one year.

In his speech, Mayor Sandy P. Laganapan, municipal Task Force ELCAC Chief, praised the collective efforts of the concerned government agencies and his constituents for the declaration. “We know that this declaration would usher in more investors and open up more job and economic opportunities in our municipality,” he added.

The Local Chief Executive maintained that the Communist Terrorist Group (CTG) and its Sectoral Front Organizations (SFOs) were not welcome in his town.

BGen Cerilo C. Balaoro, Jr, the Commander, 202nd Infantry (UNIFIER) Brigade, lauded the LGU of Kalayaan for declaring the municipality insurgency-free. He also reiterated his call to the remaining members of the CPP-NPA to return to the fold of the law, join the mainstream of society, and benefit from the reintegration program of the government. “Let us join hands and continue to support the government’s initiatives to end the local communist armed conflict,” BGen Balaoro added.

With the declaration of SIPS status, the LCE is now leading the charge in maintaining peace and security efforts. The program also involves the signing of the Pledge of Commitment by all stakeholders, particularly the local officials at the municipal and barangay levels.

The declaration of LGUs at the city and municipal levels is aimed at building community resilience against CTG recovery. It can be recalled that in 2019, the province of Laguna was the second province in the country to declare SIPS status, next to Cavite, which declared SIPS status in 2018.
