CAVINTI, LAGUNA –The municipality of Santa Maria is now an insurgency-free town in the province of Laguna following the ceremonial signing of a Memorandum of Understanding held at Covered Court Brgy. Poblacion II, Sta. Maria, Laguna, today, July 31, 2023.
The declaration of Stable Internal Peace and Security (SIPS) status was conferred by an inter-agency body after successfully meeting the criteria, specifically the absence of recorded NPA violent activities for at least one year.

In her speech, Mayor Atty. Ma. Rocelle Valdecantos-Carolino, Municipal Task Force ELCAC Chief, praised the collective efforts of the concerned government agencies and her constituents for the declaration. “We know that this declaration is what our people want as it will usher in greater investor confidence and open up more jobs and economic opportunities in our municipality,” she added.

The Local Chief Executive maintained that the Communist Terrorist Group (CTG) and its Sectoral Front Organizations (SFOs) are not welcome in their peace-loving community.
BGen Cerilo C. Balaoro, Jr, the Commander, 202nd Infantry (UNIFIER) Brigade, lauded the LGU of Santa Maria for declaring the municipality insurgency-free. He also reiterated his call to the remaining members of the CPP-NPA to return to the folds of the law, join the mainstream of society, and avail the benefit from the reintegration program of the government. “Let us join hands and continue to support the government’s initiatives to end the local communist armed conflict,” BGen Balaoro added.

A Local Peace Engagement was also conducted by LGU Sta Maria followed by the declaration of SIPS status. With this, the LCE is now leading the charge in maintaining peace and security efforts. The program also involves the signing of the Pledge of Commitment by all stakeholders, particularly the local officials at the municipal and barangay levels.

It can be recalled that in 2019, the province of Laguna was the second province in the country to declare SIPS status following the declaration of Cavite province in 2018.

The declaration of LGUs at the city and municipal levels is aimed at building community resilience against CTG recovery. The municipality of Kalayaan was the first town in Laguna to be declared as SIPS, and after Sta. Maria town, the other LGUs have started their respective Local Peace Engagements towards the declaration of SIPS status.
