Regional Highway Patrol Unit 4A, under the supervision of Regional Chief RHPU4A, PCOL ROMMEL C ESTOLANO, successfully carried out anti-carnapping operations that resulted in the Arrest of Suspect MARK RAZZEL GARCIA y INGUA for violation of RA 10883 (The New Anti Car-napping Act of 2016) and PD 1612 (Anti Fencing law) and recovery of reported car-napped two-wheeled motor vehicle Honda Click with no Plate Attached.


Joint Elements of PHPT-Cavite led by PLT ARVIN RAMOS under direct supervision of PMAJ GEGEON P MERZA Provincial Officer together with personnel of Magallanes Municipal Police Station led by PMAJ JULIUS R MARQUEZ, Acting Chief of Police, while conducting Joint Police Visibility and Anti-car-napping Spotting Operation, flagged down one male person on board in a single motorcycle Honda Click color black, without plate number, for initial violation of failure to wear the standard helmet, wearing slipper, and Driving without a valid driver’s license, the team courtesy asked to the rider to present the OR/CR and he presented the OR/CR of his driven motorcycle, upon verification to the OR//CR he presented the OR/CR from reported stolen motorcycle under flash alarm, it was found out, that the registered owner ED GERALD LEE ORO and the engine number JA46E7250339 is the same, when the team conducted actual verification to the chassis number of apprehended motorcycle, revealed is the same chassis number to the reported car-napped motorcycle, thereat, after confirmation, the team immediately effect an arrest to the driver possessor of stolen motorcycle Honda Click color black, with engine no. JA46E7250339, chassis no. MH1JA4674LK250406, Plate Number 687DKV, registered to ED GERALD LEE ORO, identified as MARK RAZZEL GARCIA y INGUA (person of interest for the crime of Murder to the victim/registered owner ED GERALD LEE ORO), male, single, 18 years old (dob-January 13, 2005/Magallanes Cavite), Grade 9 and resident of Sitio Kay-Apas, Brgy. Medina Magallanes Cavite.


Prior to the arrest of the suspect and recovery of subject motorcycle, On November 17, 2023 at about 10:20 in the morning one AIDA LEE y ASOR, female, married, 55 years old (dob-October 31, 1968/Camarines Sur), self-employed and resident of Kaytitinga 1, Alfonso Cavite together with Pat Kervi G Lopez, investigator of Magallanes Municipal Police Station and requested for Flash Alarm and Nationwide Alarm to look for and apprehend the possessor of one (1) unit of Honda Click Motorcycle, color black with Plate Number 687DKV, Engine No. JA46E7250339, Chassis No. MH1JA4674LK250406, registered to ED GERALD LEE ORO resident of Brgy. Kaytitinga 1, Alfonso Cavite. The subject motorcycle was driven by the said registered owner before he was found lifeless, floating at the creek of East-West Road Sitio Kaytigbak Brgy. San Agustin, Magallanes, Cavite on October 27, 2023, at about 6:45 in the morning.

Subsequently, this office made a Flash Alarm for possible interception and arrest of the possessor of the stolen motorcycle. Further, on November 17, 2023, at about 1:00 PM this office received information from a confidential informant that the subject motorcycle was sighted and spotted along Alfonso Magallanes Road, after receiving the information personnel of this office dispatched and proceeded to Magallanes Municipal Police Station and made a coordination and conducted Anti-Car-napping Operation which resulted to the arrest of the abovementioned suspect and recovery of reported stolen motorcycle.

The team apprised constitutional rights to the arrested suspect MARK RAZZEL GARCIA y INGUA, Alternative Recording Device (ARD) was properly used during the conduct of said operation pursuant to the Rules on Body-Worn Camera issued by the Supreme Court.

The arrested suspect was brought to Bacoor District Hospital for medical examination and turn-over at Imus City Police Station Lock-up Cell for temporary custody, while the recovered MC was brought to PHPT Cavite for documentation and proper disposition, likewise, a complaint of RA 10883 (The New Anti Carnapping Act of 2016) and PD1612 (Anti Fencing Law), Sec.3 of RA10054, Sec.7 of RA11235 (Motorcycle Prevention Act) and RA4136, driving without a valid driver’s license was being prepared for filing at Provincial Prosecutors Office, Imus City, Cavite.


The successful arrest of the suspect and recovery of one Motorcycle is a significant accomplishment for RHPU4A, which shows a testament to the unit’s commitment to conducting intensified Anti-Carnapping Operations through the leadership of PBGEN ALAN M NAZARRO, Director of the Highway Patrol Group, in line with the thrust of the CPNP’s strategy of implementing aggressive and honest law enforcement measures to combat carnapping, highway robbery, and other forms of criminality along the highways. #Edjun Mariposque
