The Regional Highway Patrol Unit 4A (RHPU4A) has apprehended one of the region’s most wanted criminals, Arvin Bautista y Sainz, on May 1, 2024. Bautista, 28 years old and a former security guard, was arrested in Guadalupe Viejo, Makati City.
The operation was conducted by the PHPT Batangas, led by PMAJ Jason C Sto Domingo, in collaboration with Makati CPS, Lipa CPS, Batangas PIU, and MPD DID-DPIOU. The arrest was made pursuant to a warrant of arrest issued by Hon. Pamela Torres Chavez-Izon, Presiding Judge of RTC Branch 13 Lipa City, Batangas, for the crime of Murder (RPC Art. 248), under Criminal Case No. 03-0245-2034, dated March 25, 2024.
During the arrest, law enforcement officers properly informed Bautista of his rights under the Miranda Doctrine and RA 9745 (Anti-Torture Act of 2009). He is currently in the custody of CIDG Batangas Custodial Facility, with preparations underway for the return of the warrant to the court of origin.
This successful operation underscores the commitment of RHPU4A, under the leadership of PCOL Rommel C Estolano, to combatting criminal activities along the highways. It also reflects the intensified Anti-Carnapping Operations led by PBGEN Alan M Nazarro, in line with the CPNP’s aggressive approach to law enforcement against carnapping, highway robbery, and other forms of criminality.
