Camp BGen Vicente P Lim, July 18, 2024 – The Chief of the Philippine National Police (PNP), General Rommel Francisco D. Marbil, lauded the Police Regional Office CALABARZON (PRO4A) for their innovative contributions to modern policing during his command visit today. This visit signaled the introduction of three groundbreaking initiatives: the P.O.W.E.R. Services Application, the Blue Cops in Mobile Sub-station on Wheels (BCMW), and the Integrated Patrol System “RONDA.”

General Marbil underscored the collective efforts of the command, alongside supportive stakeholders and the community, in developing these forward-thinking services and strategies. He led the unveiling of the BCMW, a state-of-the-art mobile sub-station manned by uniformed personnel and force multipliers operating around the clock. The BCMW is engineered for rapid deployment to various locations, such as business districts, alleys, and crowded streets. It also functions as a mini tactical operations center during emergencies, significantly enhancing coordination and communication among emergency response teams.

“This initiative showcases our proactive approach in bringing police services closer to the community, ensuring that our presence is felt even in the most remote areas,” Marbil stated, emphasizing the importance of community-based policing.

The event also featured the launch of the P.O.W.E.R. Services Application, an advanced internet-based platform designed to streamline emergency requests, crime reporting, complaints, clearance and permit applications, safety tips, and community interaction. General Marbil ceremonially downloaded and tested the app, highlighting its role in bridging the gap between law enforcement efforts and the public’s demand for timely and effective responses.

“This innovative tool will undoubtedly bridge the gap between our law enforcement efforts and the public’s need for timely and effective responses,” said Marbil.

In addition, General Marbil praised the “RONDA” CALABARZON initiative, which emphasizes revitalized patrol operations and neighborhood watch programs aimed at deterring crime and ensuring public safety through a heightened police presence. This initiative demonstrates a commitment to proactive and community-centered policing.

During the program, General Marbil also presided over the blessing of new equipment donated by the Public Safety Mutual Benefit Fund Inc., including five desktop computers and printers. He recognized the dedication of outstanding personnel, presented Health Privilege Cards, distributed financial assistance to personnel in need, handed over a wheelchair to a PNP dependent, and distributed handbooks on revised PNP operational procedures and criminal law to PRO4A personnel.

“Your dedication and hard work are the backbone of our organization, and it is through your efforts that we can build a safer and more secure environment for all,” Marbil concluded, urging continued vigilance, proactivity, and responsiveness to the needs of the communities they serve.
