HPG CALABARZON Apprehends City-Level Most Wanted in Laguna

The Regional Highway Patrol Unit 4A (RHPU4A) scored a major success on October 18, 2024, by arresting Ramon Argales Payot Jr., who was listed as a Most Wanted Person at the city level in Santa Rosa City, Laguna. The operation was part of RHPU4A’s ongoing efforts to target high-priority criminal suspects under the leadership of Regional Chief, PCOL Rommel C. Estolano. Payot was wanted for violating the New Anti-Carnapping Act of 2016 (RA10883) and was identified as a target personality with IR No. PHPT-LAGUNA-24-10-001.

The operation, conducted around 3:00 PM, was a collaborative effort led by PMAJ Dante R. Aquino and PEMS Aldwin Blaza from PHPT Laguna, with the assistance of RHPU4A RHQS personnel PSMS Jomard Zomil, PSMS Almonte, and members of the Santa Rosa City Police Station. The 35-year-old suspect was located in his current residence at Phase 3, Langhaya, Dela Paz, Antipolo City, Rizal. A presiding judge from RTC Branch 135, Tagaytay City, had issued the warrant of arrest on July 23, 2024, recommending a bail of Php 300,000.

Ramon Argales Payot Jr., a college undergraduate originally from Barangay Rizal, Lapaz, Leyte, was apprehended without incident. Law enforcement ensured the process adhered to legal protocols, informing the suspect of his rights under the Miranda Doctrine and the Anti-Torture Act. The arrest was documented using alternative recording devices to maintain transparency and accountability during the operation.

Following his arrest, Payot was taken to the PHPT Laguna office for documentation and is now temporarily detained while awaiting the return of the warrant of arrest to the issuing court. This precaution ensures the case proceeds smoothly through the judicial process, emphasizing the importance of following legal procedures even during high-stakes operations.

The successful operation reflects RHPU4A’s commitment to eradicating crimes such as car theft and other highway-related criminal activities. This latest arrest marks a significant achievement in the agency’s intensified anti-carnapping efforts across the CALABARZON region, a campaign driven by the leadership of PBGEN William M. Segun.

The Highway Patrol Group’s operations align with the broader directives of the Chief of the Philippine National Police (CPNP), which focus on aggressive action against carnapping, highway robbery, and criminal activities targeting commuters and motorists. The arrest of Payot represents a step forward in restoring safety and order on the roads in the region.

The RHPU4A plans to continue its coordinated efforts with other law enforcement agencies and local police units, ensuring sustained progress in reducing crime rates across the CALABARZON area.
