Calamba City, Laguna — December 4, 2024 – A dispirited New People’s Army (NPA) member surrendered to government forces in Labo, Camarines Norte, on Friday, November 29, signaling another step towards peace and reconciliation in the region.

The 201st Infantry Brigade reported that while conducting routine security operations in Barangay Dumagmang, troops were alerted by a concerned citizen regarding the presence of an armed group nearby. The tip-off came from Emmanuel Balotan, also known as “Popoy,” who revealed himself as a member of the remnants of a dismantled NPA group.

Balotan’s surrender and the intelligence he provided led to an encounter between government troops and the NPA on November 30.

Major General Cerilo Balaoro Jr., Commander of the 2nd Infantry “Jungle Fighter” Division, commended Balotan’s courage in choosing to lay down his arms and assist the government in its peace efforts.

“This surrender is a testament to the growing disillusionment within the ranks of the Communist terrorist group,” said Maj. Gen. Balaoro. “More members are realizing the futility of armed struggle and are embracing peace and reconciliation.”

He also emphasized the crucial role of community members in achieving lasting peace, expressing gratitude to those who stand against violence and support the government’s stability efforts.

Balotan will now undergo debriefing and reintegration under the Enhanced Comprehensive Local Integration Program (E-CLIP), which provides former rebels with support and assistance as they transition back to civilian life.

The 2nd Infantry Division remains steadfast in its commitment to fostering peace in the region and urges other NPA members to abandon their armed struggle and join the path to reconciliation.
