Senator Bong Go, Chairperson of the Senate Committee on Health, has expressed deep disappointment over the Senate’s ratification of the Bicameral Committee Report, which allocates zero budget for PhilHealth in the upcoming year.

This decision comes despite PhilHealth’s reported reserve funds of approximately PHP 600 billion. Lawmakers justified the removal of the subsidy, citing these substantial reserves as sufficient for the state health insurer to operate without additional government support.

Senator Go emphasized that defunding PhilHealth is unacceptable and detrimental to Filipinos, particularly the poor. He criticized the move as another anti-poor policy that worsens the plight of marginalized communities.

PhilHealth officials, however, have assured the public of their financial robustness. As of October 2024, the corporation holds a surplus of PHP 150 billion and total reserves of PHP 280 billion, complemented by an investment fund nearing PHP 490 billion as of November 2024. These figures suggest that PhilHealth is well-positioned to sustain operations and address the healthcare needs of its 115 million members.

In light of the zero-budget allocation, PhilHealth has approved a corporate operating budget of PHP 284 billion for 2025, with PHP 271 billion allocated for benefit expenses. This represents an 11% increase compared to fiscal year 2024, aiming to enhance benefit packages and reduce out-of-pocket expenses for members.

Despite these assurances, labor groups and some lawmakers have raised concerns about the potential impact on healthcare services, urging the government to reconsider its priorities and ensure that the healthcare needs of all Filipinos, especially the underprivileged, are adequately met.

Senator Go’s condemnation reflects a broader debate on the balance between utilizing existing reserves and ensuring sustainable funding for essential health services in the Philippines.
