Senator Lito Lapid is advocating for Quiapo, Manila, to be declared a National Historical-Cultural Heritage Zone through Senate Bill No. 1471. With the Senate set to resume sessions on January 13, 2025, Lapid is urging his fellow lawmakers to approve the measure, citing Quiapo’s immense contributions to the nation’s history, culture, religion, and economy.

As the chairperson of the Senate Committee on Tourism, Lapid underscored the district’s importance in shaping Filipino identity. Quiapo has long been a hub of traditions, religious practices, and arts, playing a crucial role in the country’s pre-colonial and colonial periods. It was once a bustling center of trade even before the arrival of Spanish, Japanese, and American colonizers, making it a cornerstone of the nation’s socio-economic and cultural heritage.

Central to Quiapo’s cultural identity is the Minor Basilica of the Black Nazarene, home to the venerated Nuestro Padre Jesus Nazareno. Thousands of devotees flock to the basilica annually on January 9 to celebrate the Feast of the Black Nazarene, one of the Philippines’ most significant religious events. Quiapo is also home to St. Sebastian Church, known for its all-steel architecture, and the historic Masjid Al-Dahab, or Golden Mosque, the first mosque in Manila, symbolizing the district’s religious diversity.

Quiapo has also witnessed some of the most critical events in Philippine history. One notable incident was the Plaza Miranda bombing on August 23, 1971, which injured several senatorial candidates and reshaped the country’s political landscape. The district is also home to historic homes and structures, many of which stand as silent witnesses to centuries of Filipino resilience and ingenuity.

Beyond its historical landmarks, Quiapo has played a pivotal role in media and publishing during the American colonial period. Renowned publications such as El Renacimiento and Philippines Free Press were established in the district, making it a hub for journalism and intellectual discourse during that era. These contributions highlight Quiapo’s enduring influence on Philippine society, from culture to politics.

Lapid’s proposed bill seeks not only to preserve Quiapo’s cultural and historical treasures but also to revitalize the district as a thriving center of economic activity. The declaration as a heritage zone will pave the way for the development of recreational facilities, tourism ventures, and other economic opportunities while ensuring the protection of Quiapo’s cultural and historical assets. This aligns with the senator’s vision of sustainable development that respects and celebrates the country’s rich heritage.

The senator emphasized that declaring Quiapo as a heritage zone is not merely about preserving the past but also about creating a brighter future. By investing in the district’s cultural integrity and infrastructure, the government can generate employment opportunities, attract tourism, and foster national pride. Lapid also hopes the move will inspire younger generations to appreciate and protect their cultural identity.

Through Senate Bill No. 1471, Senator Lapid reaffirms his commitment to promoting Philippine heritage and sustainable development. He envisions Quiapo as a living museum of history and culture, where tradition meets progress.
