Big Relief for Power Consumers: NGCP Cuts Transmission Rates by 28.45% This May

Consumers can expect lower electricity bills this May 2025, following a substantial 28.45% drop in overall average transmission rates, the National Grid Corporation of the Philippines (NGCP) announced.

The rate reduction applies to the April 2025 billing period, which will be reflected in May’s electric bills. Transmission rates fell to PhP1.0904/kWh from PhP1.5240/kWh in March, thanks to decreases in both transmission wheeling rates and Ancillary Services (AS) charges.

NGCP’s wheeling rate—what it charges for the delivery of power—declined by 16.35%, from PhP0.5505/kWh in March to PhP0.4605/kWh in April. “For the May 2025 electric bill of the end consumers, NGCP charges only 46 centavos per kWh for the delivery of its services,” the company stated.

Meanwhile, AS rates dropped by 36.07%, from PhP0.8094/kWh in March to PhP0.5175/kWh in April. Ancillary Services ensure grid stability during fluctuations in supply and demand. NGCP clarified it does not profit from AS rates, which are passed through to generating companies and market operators like the Independent Electricity Market Operator of the Philippines (IEMOP).

The Visayas’ April 2025 AS charges include the fourth tranche of a deferred recovery from March 2024, approved by the Energy Regulatory Commission (ERC).

This rate drop signals welcome relief for millions of households and businesses amid rising utility and commodity prices.
