From June 17 to 20, 2025, the Presidential Anti-Organized Crime Commission (PAOCC) led by Undersecretary Gilberto DC Cruz, engaged with top officials of the People’s Republic of China to strengthen coordination to disrupt transnational criminal affiliations with illegal Philippine Offshore Gaming Operations (POGOs) and international scam syndicates.

The visit began with the deportation of 100 Chinese nationals involved in illegal POGOs. The deportation, conducted in coordination with the Bureau of Immigration, was led by PAOCC and concluded in Shanghai, where the delegation immediately began coordination with Chinese counterparts.

On June 18, PAOCC officials met with the Criminal Investigation Department (CID) of Shanghai, led by Deputy Director Mr. Yin Xiangjian. The CID expressed its willingness to enhance cooperation by identifying and deporting Chinese nationals involved in scam operations. Several high-profile detainees currently being held in PAOCC’s Temporary Custodial Facility were identified, and CID made an official request for their immediate deportation.

On the following day, June 19, Usec Cruz and PAOCC officials met with Assistant Minister Liu Zhongyi, Director General of the Ministry of Public Security’s Criminal Investigation Department, and a group of senior officials. The engagement underscored the shared commitment of the two agencies to continue strengthening their operational and legal frameworks aimed at combating cybercrime, fraud, and organized crime.

In his speech, Usec Cruz expressed PAOCC’s gratitude for the continued support provided by the Chinese counterparts. He emphasized the government’s effort, resulting in the arrest of over 3,483 foreign nationals, the deportation of 2,517 individuals, the identification of 41 fugitives, and the seizure of billions of pesos in criminal proceeds. He also stated that several high-profile cases related to POGOs have been filed.

Usec Cruz noted that some challenges remain, especially in relation to the decentralized nature of the remaining POGOs and the various enabling industries involved, such as telecommunications, real estate, underground banking, IT services, and immigration fixers.

The Ministry of Public Security recommended several measures to further strengthen cooperation: continued enforcement operations targeting scam and POGO syndicate leaders, expedited deportation of detained suspects, the establishment of a Chinese Desk handled by law enforcement agencies, and joint training programs on telecom fraud, anti-money laundering practices, and financial crime investigations. The MPS also offered opportunities for law enforcement officers to pursue professional and master’s degrees in law enforcement and public security.

Usec Cruz welcomed the proposals and confirmed that PAOCC will support the establishment of the Chinese Desk and continued enforcement against POGOs, especially with the Anti-POGO Bill already underway. He also assured the Chinese counterparts of PAOCC’s commitment to investigate cases involving Chinese victims, including the ongoing case of Anson Que.

During these meetings, the Chinese counterparts disclosed to the Philippine delegation records of 60 serious crime incidents involving Chinese nationals while in the Philippines, including 17 confirmed deaths. Some of these incidents may be connected to the 66 unidentified bodies with foreign features discovered in Region III in 2023. Many of these incidents, according to Chinese officials, remain uninvestigated. This concern led to their recommendation to formally establish a Chinese Desk to assist in monitoring, investigating, and resolving such cases.

Finally, on June 20, Usec. Cruz was invited to visit the People’s Public Security University of China, where President Wang Yi and staff received him and the delegation. Usec Cruz and the delegation were provided with a detailed history of the university’s evolution since its founding in 1948, including milestones and successes in law enforcement education.

These meetings signal a strengthened cooperation between PAOCC and Chinese counterparts in the fight against transnational organized crime.
