In an unprecedented move to address the growing threat of cybercrime in the Philippines and beyond, the Philippine Public Safety College (PPSC), in partnership with the United Nations Office on Drugs and Crime (UNODC) and the Philippine National Police (PNP), successfully concluded a two-day specialized training on Cybercrime and Digital Evidence Handling for faculty and trainers of the National Police College (NPC), Philippine National Police Academy (PNPA), and PPSC’s constituent units.

Held from July 7–8, 2025 in Clark, Pampanga, the training brought together national and international experts to build the capacities of public safety educators and law enforcement officers in integrating a rights-based, technically sound, and globally aligned approach to cybercrime education and response.

“This training responds not only to national demands but also to international obligations,” said PBGEN FERDINANDO G SEVILLA, Ret, DPSSG, MPSA, President of PPSC. “Cybercrime is borderless. Our law enforcers must work interoperably with local and international agencies to combat this evolving threat. We must prepare our future police officers to think beyond jurisdictions.”

PNP leadership underscored the magnitude of the cybercrime challenge. PBGEN BERNARD YANG, Acting Director, PNP-ACG, noted,

“Of the 68,000 cybercrime complaints we received, we’ve made 608 arrests and secured 116 convictions. With only 888 ACG personnel nationwide, the need for more trained officers is urgent. This training marks an important step toward that.”

Dr. Romeo S. Magsalos, Director of the National Police College, emphasized the educational mission of PPSC in addressing cybercrime.

“What we teach today, the police will implement tomorrow. Our role is to motivate them to think critically, analyze deeply, and act ethically. Cybercrime is not just a technical issue—it is a policy and rights issue.”


Daniele Marchesi, Country Manager of UNODC Philippines, highlighted the global urgency:

“Cybercrime is a fact of life. This is the first time we’ve conducted a training where multiple law enforcement and education institutions come together in one event—and it must not be the last. Cybercrime wastes $1.3 trillion annually. We cannot afford to ignore it.”

Participants were engaged in interactive lectures, workshops, and simulations, covering key topics such as:

Overview of the Philippine Cybercrime Landscape

Substantive Provisions of RA 10175 (Cybercrime Prevention Act)

Rules on Cybercrime Warrants

International Cooperation and Mutual Legal Assistance

Provisions of related laws: AFASA, OSAEAC, and AMLA

Principles and Sources of Digital Evidence

Relevant Jurisprudence on Cybercrime

Open-Source Intelligence Investigations

Cryptocurrency Fundamentals and Investigation


Participants also experienced practical exercises in digital search and seizure, open-source mapping, and case simulation, enhancing their readiness to respond to real-world scenarios.

Ways Forward

As a tangible output of this pioneering initiative, PPSC and its partners have committed to:

Conduct a national workshop to update the cybercrime curriculum across all police training programs.

Formulate institutional action plans for capacity-building and inter-agency collaboration.

Advocate for the Philippines to lead in ratifying key international instruments on cybercrime, reinforcing its regional leadership in digital justice and human rights protection.

This training marks a strategic turning point for law enforcement education in the Philippines. It aligns with global standards while anchoring on the nation’s vision of a digitally secure, rights-protective, and justice-driven future.
