Ex-Liga ng mga Barangay President Leilani Lacuna Files Graft, Misconduct Charges vs Isko Moreno, Vice Mayor Atienza, 13 Others

Former Liga ng mga Barangay Manila president Leilani Lacuna, sister of former Manila mayor Honey Lacuna, has filed complaints before the Office of the Ombudsman against former Manila City Mayor Isko Moreno, incumbent Vice Mayor Chi Atienza, and 13 other officials.

Lacuna accused the officials of graft, grave misconduct, abuse of authority, and usurpation of official functions in connection with what she described as the “illegal” replacement of her as Liga ng mga Barangay Manila president.

According to the complaint, Lacuna maintained she remains the duly elected president of the Liga—having been re-elected in January 2024 by barangay leaders from across Manila—which also makes her an ex-officio member of the Manila City Council.

She alleged that a group of city officials facilitated the installation and oath-taking of another barangay official, Erika Platon, as the new Liga president without due process, proper documentation, or valid legal basis. Lacuna said the move, allegedly recognized by Moreno and the City Council, stripped her of her mandate and undermined the integrity of the Liga’s leadership structure.

In her filing, Lacuna argued that the actions of the respondents constitute violations of anti-graft laws and administrative rules governing the recognition of elected barangay officials.

The Ombudsman is expected to evaluate the complaint and determine whether there is probable cause to pursue administrative or criminal proceedings.

As of this writing, the respondents have yet to issue formal statements on the allegations.
