A group of construction workers and security personnel has brought two administrative cases before the National Police Commission (NAPOLCOM) against 16 officers of the Dasmariñas City Police, citing accusations of illegal arrest and serious breaches of police protocols.


The complaints were submitted by 18 carpenters, laborers, and guards who accused the officers of misconduct, abuse of authority, neglect of duty, oppression, dishonesty, and behavior deemed unbecoming of members of the police force.


Based on the workers’ account, they were peacefully carrying out their duties inside a private property in Dasmariñas City, where they were tasked with building a fence, when police officers unexpectedly arrived and ordered them to stop working before allegedly taking them into custody without valid reason.


The complainants insisted that they were not committing any offense during the incident. Despite this, they claimed they were threatened and forcibly brought to the police station without a warrant or lawful justification for a warrantless arrest.


Once at the station, the group alleged that they were handcuffed and treated like criminal suspects, even though they were not informed of the cause of their arrest. They said the experience left them traumatized, distressed, and publicly embarrassed.


Authorities have so far withheld the names of the police officers involved, as the case remains under investigation.


Representing the workers, MVP Law Firm through Atty. Manuel Ventura stated that the complaints were filed to ensure that any wrongdoing by the officers would be addressed under the law.


Ventura stressed that if the accusations are proven, the acts would amount to a serious abuse of power and a clear violation of the rights of ordinary citizens simply trying to earn an honest living.
He added that the legal team is seeking the removal of the respondent officers from the police service, along with the forfeiture of their benefits, should evidence support the claims.


“Our clients were unjustly deprived of their freedom. We are urging NAPOLCOM to impose the maximum administrative sanctions, including dismissal and forfeiture of retirement benefits, to show that no one is above accountability,” Ventura said.


He emphasized that the case goes beyond the victims’ pursuit of justice, as it also aims to uphold due process and strengthen discipline within law enforcement institutions.


“This is ultimately about rebuilding public trust in the police. Accountability must always be based on evidence and carried out within the bounds of the rule of law,” Ventura added.


NAPOLCOM is expected to evaluate the complaints thoroughly as investigations continue to determine the appropriate action against the officers involved.
