Cayetano muling nanawagan para sa 24/7 barangay health clinics

Muling iginiit ni Senate Minority Leader Alan Peter Cayetano ang pangangailangang dalhin ang serbisyong pangkalusugan sa mga komunidad, kasabay ng dumaraming panawagan online para sa 24/7 na health clinics sa bawat barangay.

Usap-usapan ngayon sa internet ang kahalagahan ng 24/7 barangay health clinics lalo na sa mga biglaang karamdaman na nauuwi sa emergency dahil walang agad na mapuntahang health facility.

“What if every barangay had a 24/7 Health Clinic? Imagine a barangay where basic care is always open — day or night. Would early treatment stop small illnesses from becoming emergencies? Would hospitals finally decongest and focus on serious cases?” sabi ng isang netizen sa isang social media post na na-share na ng lampas apat na libong beses.

Ayon kay Cayetano, kaayon ito ng layunin ng kanyang panukalang Health Centers in All Barangays Act o Senate Bill No. 421, na naglalayong ipatayo ang kumpleto at maayos na primary healthcare centers sa lahat ng barangay sa bansa.

Sa ilalim ng panukala, ang bawat barangay health center ay magbibigay ng konsultasyon, basic treatment, preventive care, at health monitoring, na susuportahan ng sapat na health personnel, pondo ng lokal na pamahalaan, at teknikal na gabay ng Department of Health (DOH).

Palalakasin din ang papel ng barangay health workers at pahihintulutan ang home visits para sa mga pasyenteng hirap bumiyahe ngunit kailangang mabantayan ang kalagayan.

Kasabay nito ang isa pang panukala ng senador na Super Health Centers in All Cities and Municipalities Act o Senate Bill No. 420, na nag-aatas sa bawat lungsod at munisipalidad na magtayo ng kahit isang Super Health Center para sa mga pasyenteng nangangailangan ng outpatient care at may hindi komplikadong kondisyon.

Inaasahang makakatulong ang mga Super Health Center sa pagbawas ng siksikan sa malalaking ospital sa pamamagitan ng pag-asikaso ng primary at preventive care sa lokal na antas, kabilang ang serbisyong bukas araw at gabi.

“I haven’t seen a shift or a game-changer in the way we look at our health system… All Filipinos deserve the best social services. That starts with having access to health care that is both immediate and within reach,” wika ni Cayetano.

May netizen ding nagpunto na mahalaga ang koordinasyon ng iba’t ibang sektor upang maging epektibo ang mga panukalang ito.

“This is a good idea. But in the larger scheme of things, it needs a cooperative spirit from the community/barangay, the LGU, and the national government, for the proper planning, set up, and implementation,” ayon sa komento.

Ayon kay Cayetano, ito mismo ang nais isabatas ng kanyang mga panukala sa pamamagitan ng malinaw na polisiya at pagtutulungan ng komunidad, lokal na pamahalaan, at pambansang gobyerno.

Kinilala ng senador ang City of Taguig bilang modelo ng kanyang panukala, kung saan naipapatupad ang city-led health facilities na nagbibigay ng serbisyong lampas sa regular clinic hours na siya ring nakakatulong sa operasyon sa mga ospital.

“Taguig is proof that it works. Kung kaya sa Taguig, we should do it in all our cities and municipalities,” wika ni Cayetano.
