The Sangguniang Panlalawigan of Laguna unanimously approved the province’s supplemental budget during a special session held at the Sangguniang Panlalawigan Session Hall inside the Provincial Capitol on March 12, 2026 at 10:10 a.m., completing the process in a record-breaking 10 minutes and 29 seconds. The swift approval put to rest questions about the measure’s status and clarified that it had not been blocked by the provincial board. Officials said the session ensured the ordinance complied with procedural requirements, including its third and final reading.

Presiding over the session, Vice Governor Atty. JM Carait immediately addressed speculation that the supplemental budget had been delayed or obstructed by the provincial legislature.

“Ito po ay naaprubahan sa session nung Monday at hindi po hinaharang ng Sangguniang Panlalawigan,” Carait said, emphasizing that the measure had already been approved earlier in the week.

Carait noted that confusion arose because some assumed the measure had already completed the approval process during Monday’s session.

“There were a small question on the approval, kasi ang assumption, pressumption ay it was already approved on Monday,” he said.

He added that since board members shared the same intention to approve the measure, it was important to finalize the ordinance immediately to comply with the requirements of the Department of Budget and Management (DBM).

“Kung pareho naman gusto iapprove, edi iapprove na lang natin para makapag comply sa mga requirements din ng DBM,” Carait said.

“Para sa akin naman, kahit nung Monday hanggang ngayon ay approved na rin naman yan. At kung para sa mga kababayan natin sa lalawigan ng Laguna, kung may big question mark, hindi hinaharang ng Sangguniang Panlalawigan ng Laguna ang pag approve ng budget,” he said.

Senior Board Member Jam Agarao explained that while the budget had been previously approved, the ordinance still needed to undergo its required legislative process, including the third reading.

“Ang supplemental budget ay dapat binabasa hanggang 3rd Reading,” Agarao said. “Hinihiling po na ito ay maaprubahan sa ikatlo at final na pagbasa.”

Agarao also stressed that the provincial board had no intention of delaying the measure and that the approval was always meant to benefit Lagunenses.

Following the unanimous approval, Agarao expressed optimism that the supplemental budget would help address the needs of residents across the province.

“Ngayon po ay inaprubahan ang ordinansa para sa pagpasa sa supplemental budget ng Lalawigan ng Laguna at alam ko po na ito ay tunay na magagamit para sa pangangailangan ng mamamayan ng lalawigan ng Laguna. Tunay sa pondong ito ay mabibigyan ng GOByernong may SOLusyon ang mga suliranin ng bawat mamamayan ng lalawigan ng Laguna,” he said.

Agarao also highlighted the unity displayed by members of the provincial board during the special session.

“Masayang masaya ang aking puso dahil nakita po natin ngayong araw na ito ang pagkakaisa ng lahat. Hindi lamang sa pang sarili, kundi para sa mamamayan ng Laguna,” she added.

The approval of the supplemental budget is expected to support priority programs and services of the provincial government as it continues to respond to the needs of communities throughout Laguna.
