Calamba City, Laguna — A new chapter of hope and transformation officially began as the City Government of Calamba held the Groundbreaking Ceremony for Phase 1 of the Balay Silangan Reformation and Rehabilitation Center, a landmark initiative aimed at giving individuals a second chance at life and a clearer path toward reintegration into society.


Led by Mayor Roseller “Ross” H. Rizal, the project underscores the city’s strong commitment to rehabilitation, public safety, and compassionate governance. Balay Silangan is designed to provide structured programs that promote reform, personal development, and renewed purpose for individuals seeking to rebuild their lives and become productive members of the community.


Mayor Rizal emphasized that the project reflects the responsible and transparent use of public funds, assuring residents that every peso contributed by Calambeños is invested in programs that truly matter—those that promote order, restore dignity, and foster long-term community well-being.


“This project proves that development is not only about infrastructure, but about people. Together, we are advancing services with a heart for every Calambeño,” Mayor Rizal said.


The Balay Silangan Reformation and Rehabilitation Center stands as a symbol of change, hope, and shared responsibility, reinforcing Calamba City’s vision of a safer, more inclusive, and compassionate community where transformation is always possible.
