PNP STATEMENT on the Hostage Taking of Atty. Leila De Lima and Attempted Escape at PNP Custodial Center

PNP Chief Gen. Rodolfo Azurin, Jr. has ordered for the in-depth investigation of the attempted escape of three PUPCs namely Arnel Cabintoy, Idang Susukan and Feliciano Sulayao Jr. from the Custodial Center early morning, October 9, 2022. Based on the initial report, in their attempt to escape, they stabbed one police officer. Another police on-duty was able to respond and he fired towards the PUPCs hitting Cabintoy and Susukan.

Sulayao ran towards the custodial cell of Atty. Leila de Lima and held her as hostage.

Members of the Special Action Forces immediately responded to the incident and negotiated with Sulayao but to no avail. Since the situation is escalating, the tactical team engaged Sulayao and he was neutralized.

Senator de Lima is now safe while the police officer who was stabbed was rushed to the hospital for treatment. Three PUPCs were all neutralized and SOCO is now at the scene of the incident.

Tension inside the detention facility has been defused and the situation has returned to normal while investigation is ongoing to review the security protocols inside the PNP Custodial.

Please be informed that at about 6:30a.m of this date PCpl Roger Agustin duty Castle 2 of PNP Custodial Center. While delivering food and during sunning time at Maximum Compound of the PNP Custodial Center three (3) PUPC namely Arnel Cabintoy; Idang Susukan and Feliciano Sulayao Jr attempted to escape from detention by stabbing using an improvised knife and hostaging PCpl Agustin. Pat Matias noticed the incident, warned the three PUPC however, they continue to stab PCpl Agustin then PCpl Matias fired at three hitting 2 PUPCs. Arnel Cabintoy and Idang Susukan.

After negotiation Sulayao continue to resist and hostage Atty.De Lima.Tactical response team saw an opportunity and neutralized the hostage taker. Then Ambulance was called and SOCO. The incident ended at about 7:18 a.m of same date.
