Rizal Police Provincial Office Director PCOL FELIPE B MARAGGUN issued a stern warning to all police personnel in Rizal to refrain from committing acts that will compromise the integrity of the PNP organization in the wake of the result of the recent joint operations that resulted in the arrest of three (3) policemen in Rodriguez, Rizal.

Operatives of Rodriguez Municipal Police Station together with the members of SAF, CIDG-MCIU, and Rizal PPO arrested PSMS Jose S Reyes, PCpl Ramel U Delorino, and PSSg Glenn A Libres for the crimes of Robbery Extortion, Illegal Detention, and Trespass to Dwelling.

The arrest emanated from the complaint of the victim whose identity was withheld after he sought IMEG’s assistance when he was illegally arrested and detained by the active PNP personnel on the afternoon of November 14, 2023.

In this complaint, the victim stated that the 3 PNP personnel entered their residence on November 14, 2023, to serve an alleged Warrant of Arrest against his live-in partner for violation of BP No. 22 (Bouncing Check Law). When the said PNP personnel found that the accused was not present, they forcibly took the complainant and forced him to board a PNP service vehicle. While in the said vehicle, the complainant/victim was beaten and threatened that he would be charged with violation of RA 9165 (Comprehensive Anti-Dangerous Drugs Act of 2002). Afterward, the suspects demanded PhP100,000.00 from the complainant in exchange for not serving the warrant of arrest against his live-in partner which said amount must be given at 7:00 AM on the following day. When they returned to the house of the victim to fetch the money, they were apprehended by the personnel of IMEG.

The arrested suspects will face various criminal and administrative charges which could lead to their dismissal from the PNP service. They are currently undergoing booking procedures and documentation at IMEG Headquarters Camp Crame, Quezon City

PCOL MARAGGUN denounces the acts of these policemen, adding that Rizal PNP has no room for erring personnel that will betray public trust and jeopardize the harmonious relationship between the PNP and the community. The Provincial Director assured the people of Rizal that the PNP is deeply committed to implementing the internal disciplinary mechanism and upholding the integrity of the organization through strict implementation of the doctrine of Command responsibility and Police Operational Procedures. Further, he ordered the immediate administrative relief of the Chief of Police pending investigation. /Edjun Mariposque/
