July 15, 2024 – In a significant development, a coordinated counterinsurgency operation led by the 124th Special Action Company (124SAC), 12th Special Action Battalion (12SAB) of the Special Action Force (SAF), along with elements of the 2nd Provincial Mobile Force Company (PMFC) and other units of the Leyte Provincial Police Office (PPO), resulted in the voluntary surrender of a Communist Terrorist Group (CTG) member, known by the alias “Joel,” in Barangay Cristina, Calubian, Leyte.

Joel, who was not listed in the Periodic Status Report (PSR) of CTG members, was affiliated with the Buhawi Platoon, Island Committee Levox, and the Eastern Visayas Regional Party Committee. Having chosen to abandon the insurgent lifestyle and pursue a peaceful existence, Joel approached the authorities and surrendered. During the surrender, he handed over a caliber .38 revolver with serial number 704488 and four rounds of ammunition.

The 2nd PMFC of the Leyte PPO promptly took custody of Joel and the surrendered firearm and ammunition. These items are now undergoing proper documentation and disposition procedures. Joel will also be enrolled in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), which aims to provide former insurgents with the necessary support to reintegrate into society and lead peaceful, productive lives.

This operation highlights the effectiveness of the PNP SAF and other law enforcement agencies in implementing strategies that promote regional peace and stability. The government remains committed to providing avenues for those who wish to abandon armed conflict and contribute positively to the community. The successful surrender of Joel underscores the ongoing efforts to encourage more CTG members to lay down their arms and engage in peaceful and lawful endeavors.

Authorities are optimistic that this surrender will inspire others within the insurgency to consider a similar path, further weakening the influence of insurgent groups in the region and fostering a more secure environment for the residents of Leyte.
