Laguna – On July 27, 2024, a significant development in the ongoing counterinsurgency efforts occurred when a member of the Communist Terrorist Group (CTG), known by the alias Kier, voluntarily surrendered. The operation, facilitated by personnel from the 92nd Special Action Company (92SAC) and the 9th Special Action Battalion (9SAB) of the Special Action Force (SAF), along with the Regional Special Operation Unit, Regional Intelligence Unit 5, and other Philippine National Police (PNP) units, took place in Barangay Cagang, Barcelona, Sorsogon.

Kier, who was not listed in the PSR, belonged to the Sub-Regional Yunit Gerilya, Kilusang Larangang Gerilya 1, under the Sub-Regional Committee 3 of the Bicol Regional Party Committee. Upon surrendering, he handed over a cache of weapons, including a .45 caliber pistol without a serial number, seven rounds of .45 caliber ammunition, 53 rounds of 7.62mm ammunition, 57 rounds of 5.56mm ammunition, an improvised explosive device (Anti-Personnel Mine), and a MK2 HE fragmentation hand grenade.

The Barcelona Municipal Police Station (MPS) took custody of Kier and the surrendered items for documentation and proper disposition. The former insurgent will be enrolled in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), which provides former rebels with support and opportunities to reintegrate into society.

This operation underscores the effective strategies employed by the PNP SAF and other law enforcement agencies in maintaining peace and stability in the region. The government remains committed to offering pathways for individuals who wish to leave armed conflict and pursue peaceful lives, thereby fostering a more secure and harmonious community.
