Inanunsyo ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang pagpapalabas sa implementation guidelines para sa Salary Standardization Law VI (SSL VI) sa isang press conference ng ahensya sa DBM central office ngayong umaga.
“Napirmahan na po natin ‘yung National Budget Circular at Local Budget Circular kanina pong umaga. Issued today and ipu-publish maybe tomorrow. And then pwede na po,” pahayag ni Secretary Mina, na nangangahulugang maaari nang i-disseminate ang direktiba, na nagbibigay hudyat naman sa mga ahensya na simulan ang pagpapatupad ng kinakailangan salary adjustments para sa mga kawani ng gobyerno sa ilalim ng SSL VI.
Matatandaang una nang ipinag-utos ng Budget Secretary sa mga opisyal ng DBM na pabilisin ang pagkumpleto sa guidelines at ipaalam sa publiko ang mga implikasyon ng bagong salary adjustment para sa mga government employee, sa kaparehong araw na nilagdaan ni Pangulong Ferdinand R. Marcos Jr. ang Executive Order No. 64 noong ika-01 ng Agosto 2024.
Nilinaw din ni Secretary Pangandaman na ang mga umiiral na pondo para sa Personal Services (PS) ay gagamitin upang ipatupad ang kinakailangang pagbabago sa sweldo, at anumang pagkukulang ay maaring isakop ng Miscellaneous Personnel Benefits Fund (MPBF).
“They can use their exisiting PS na meron sila ngayon, and whatever po ’yung kulang ’yun po ’yung kukunin natin sa MPBF,” paliwanag ng Kalihim.
“We have earmarked P36 billion under the MPBF for the implementation of the first tranche of SSL VI this year. Meanwhile, in the 2025 National Expenditure Program, we have allocated some P70 billion pesos, also under the MPBF, for the second tranche and adjustments of the first tranche,” dagdag pa niya.
Binigyang-diin naman ni Sec. Mina kung paano ang salary adjustment, na retroactive simula January 2024 at kasama ang mid-year benefits, ay kailangang maproseso agad. Hinikayat niya ang mga Human Resources departments ng bawat ahensya na tugunan ito nang mabilis upang masiguro ang napapanahong disbursement ng mga increase.
Dinisenyo ang SSL VI upang mas maging competitive ang sahod ng mga public personnel katumbas ng sa private sector, na layong palakasin ang pagiging produktibo, pagandahin ang paghahatid ng serbisyo, at mapabuti ang pangkalahating kahusayan ng gobyerno. Binibigyang-diin din ng inisyatibong ito ang dedikasyon ng administrasyon na matupad ang bisyon ng “Bagong Pilipinas”, na magtatag ng isang mas malakas at mas maunlad na bansa sa pamamagitan ng komprehensibong mga reporma.
Ang paglagda at pagpapalabas ng National Budget Circular No. 594 at Local Budget Circular No. 160 na may petsang Agosoto 12, 2024, ay mahalagang hakbang tungo sa pangako ng gobyerno na mapabuti ang kapakanan ng mga public servants. Maaari namang i-download ang mga dokumento mula sa DBM website.
