The Department of Budget and Management (DBM), under the leadership of Secretary Amenah “Mina” F. Pangandaman, has approved the release of a P1 billion Special Allotment Release Order (SARO) aimed at compensating victims of the 2017 Marawi siege. This fund is part of the government’s efforts to aid the ongoing rehabilitation and recovery of the city and its people.

The P1 billion allocation will benefit 574 individuals, particularly those whose properties were damaged or who lost loved ones during the five-month siege. The compensation package will cover claims for both fully and partially destroyed structures, as well as death claims for families who lost members in the conflict.

Secretary Pangandaman emphasized the significance of this release, particularly as a Mindanaoan herself. “As a daughter of Mindanao, I know how significant this P1-billion compensation is in helping our fellow citizens in Marawi rebuild their lives. The administration of President BBM is committed to providing adequate support to these families,” she said.

The financial assistance is aimed at restoring hope and normalcy to affected families. It is crucial in the larger effort to rebuild the city, which was severely impacted during the 2017 conflict. The funds, which are tax-exempt, ensure that the beneficiaries will receive the full amount of their compensation without deductions.

The compensation process is governed by the Implementing Rules and Regulations (IRR) of Republic Act No. 11696, which outlines a fair and effective system for determining the amount of compensation. The Marawi Compensation Board, created under the same law, will oversee the fund’s distribution to ensure transparency and fairness.

The fund also ensures that the legal heirs of deceased property owners can claim compensation through proper documentation. Additionally, the families of those who perished in the siege will be compensated according to the Code of Muslim Personal Laws of the Philippines or the Civil Code of the Philippines.

The P1 billion SARO was approved on September 24, 2024, and will be sourced from the FY 2024 General Appropriations Act. This release marks a significant step in the ongoing process of rebuilding Marawi and providing long-term support to its affected residents.
