Two Top NPA Terrorist Leaders Captured in Joint Law Enforcement Operation

Authorities from the Army’s 2nd Infantry Division (2ID) and the Southern Police District (SPD) successfully apprehended two high-ranking members of the New People’s Army (NPA) in a coordinated dawn operation on October 27 in Makati City. The arrest took place on Pililia Street, Barangay Valenzuela, and came just four days after the capture of another prominent NPA leader, further demonstrating the intensified crackdown on the communist terrorist group.

Gavino Panganiban, known by various aliases including Nori, Momoy, Benson, Sonny, Mando, Teddy, and Rato, was apprehended based on multiple arrest warrants. These include Criminal Case #2018-153-1 issued by the Regional Trial Court (RTC) Branch 65 in Infanta, Quezon, and Criminal Case #16193-G from RTC Branch 172 in Gumaca, Quezon. The charges filed against him involve murder and attempted murder, reflecting his alleged involvement in violent activities attributed to the NPA.

Simultaneously, law enforcement agents also took Marites David, also known as Teacher Lally or Nikki, into custody. She was arrested pursuant to Criminal Case #21-2862-SRCL issued by RTC Branch 101 in Sta. Rosa City, Laguna, for charges related to violating the Comprehensive Law on Firearms and Ammunition. Her arrest signals a significant blow to the NPA’s organizational structure, as authorities continue to target high-ranking operatives.

The latest captures add to a series of setbacks for the communist terrorist group, whose morale has been reportedly deteriorating due to recent leadership losses. In recent months, the NPA has faced a spate of arrests, surrenders, and casualties among its ranks, which have significantly weakened its operational capacity in various regions.

Authorities believe that these successive law enforcement operations are a crucial component of the government’s broader counterinsurgency strategy. The arrest of prominent figures like Panganiban and David disrupts the leadership chain and hampers the NPA’s ability to coordinate activities effectively. Officials are optimistic that these actions will lead to more surrenders and further disintegration within the group.

Both detainees are currently under the custody of the Criminal Investigation and Detection Group (CIDG), where they are undergoing documentation and legal processing. Investigations are expected to continue as authorities seek to uncover more details about the extent of their involvement in NPA activities and potentially gain actionable intelligence that could lead to further arrests.

The government has reiterated its call for remaining NPA members to surrender and reintegrate into society, offering programs for those who voluntarily give up arms. The recent string of arrests and other setbacks to the NPA’s ranks are seen as opportunities to push for lasting peace and stability in affected regions.
