HPG CALABARZON Captures Two of the Most Wanted in Batangas and Rizal for Violations of Anti-Carnapping Law

Operation on November 4, 2024, the Regional Highway Patrol Unit 4A (RHPU4A), led by Regional Chief PCOL Rommel C. Estolano, apprehended two individuals wanted in the provinces of Batangas and Rizal for violations of the New Anti-Carnapping Act of 2016 (RA 10883). The arrests are a significant success for CALABARZON’s law enforcement efforts, highlighting ongoing measures to combat vehicle theft and fraud.

The first suspect, Sygrid Rose Ramos, 41, was arrested in Batangas City after an intelligence-driven entrapment led by PLT Arvin S. Ramos and other personnel from PHPT Batangas. Ramos faces charges of carnapping and estafa connected to the “Rentangay” scheme, where vehicles were fraudulently rented and then pawned or resold without the owners’ consent. This arrest came after multiple victims, including Mr. Archie Jay Puedan Bumanlag and Ms. Angela Michelle Balbuena, reported their vehicles had been misappropriated and falsely transferred.

Simultaneously, a second operation in Antipolo City, led by PEMS Darwin Dionisio and supervised by PCAPT Neil F. Payos, resulted in the capture of Emmanuel Arida Ramos, alias Eman. Wanted under Criminal Case No. 24-1163, Ramos held the fifth rank among city-level most-wanted individuals in Antipolo for carnapping. The arrest was executed through a warrant issued by Judge Harold Cesar C. Huliganga, with bail set at PHP 300,000.

Both suspects were promptly informed of their rights under the Miranda doctrine, and the operations adhered to anti-torture guidelines, utilizing alternative recording devices to document the events. Ramos and Arida have since been turned over to respective authorities for further legal proceedings.

These arrests underscore the Highway Patrol Group’s dedication to the CPNP’s aggressive campaign against highway-related crimes. The leadership of PBGEN William M. Segun and the diligent work of RHPU4A are critical to advancing public safety across CALABARZON, as these anti-carnapping operations continue to strengthen security on the region’s highways.
