Cayetano Pushes for Stronger Freedom of Information System

Senator Alan Peter Cayetano has called for a comprehensive review of Executive Order (EO) No. 2 on Freedom of Information (FOI) to address ongoing difficulties in accessing government data and effectively communicating vital issues to the public.

During a meeting with Radio Mindanao Network (RMN) station managers on November 27, 2024, Cayetano announced plans to file a resolution to assess and enhance the EO’s implementation.

The senator’s move was prompted by concerns raised by station managers about the limited transparency in government offices, despite the FOI EO.

“I’ll file a resolution. Since Ate Pia (Senator Pia Cayetano) is the chairperson of the Senate Blue Ribbon Committee, let’s look into the implementation of the law,” Cayetano said.

The Senate Blue Ribbon Committee, chaired by Senator Pia Cayetano, investigates government accountability and ensures that laws and executive orders are executed effectively. Alan Cayetano believes that revisiting the FOI EO under the committee’s leadership could strengthen transparency, promote good governance, and rebuild public trust.

Bridging FOI Gaps

Cayetano acknowledged that while the FOI EO signed during the Duterte administration was a step forward, it faces significant implementation challenges.

“Dati pag may scoop ka, you are rewarded. Ngayon, kahit may scoop ka, kung hindi napansin ng tao [bale wala rin]. You have to lay the basis one brick at a time,” he explained, highlighting how evolving journalism practices and social media platforms like TikTok have made public engagement more complex.

“Nowadays, ang attention span kagaya sa TikTok, fifteen seconds, thirty seconds. Right now, it’s all elevator pitch,” he added, underscoring the challenges of presenting intricate issues in a fast-paced digital environment.

A Longstanding FOI Advocate

Cayetano has been a consistent supporter of the FOI Bill, which the Senate passed during the 14th and 15th Congress but failed to clear the House of Representatives. He remains optimistic that strengthening the FOI framework can lead to a more accountable and efficient government.

Advocating Values-Driven Reforms

Beyond the FOI initiative, Cayetano stressed the importance of moral values in addressing the nation’s governance and political challenges. He called for a unified moral framework to serve as the foundation for reforms.

“For me, it goes back to values talaga. Dati, it was absolute, pero relative na ang values and morals ngayon, and this affects our identity as politicians, as a government, and as Filipinos,” he said.

Cayetano’s efforts aim to not only advance transparency but also foster values-driven leadership in a rapidly changing society.
