PCACC Group files Graft and Corruption charges against town Mayor

NUMEROUS violations were filed against Mataas na Kahoy, Batangas Mayor Janet Ilagan by the People’s Coalition Against Crime and Corruption Group (PCACC) on Tuesday to the Office of the Ombudsman in Quezon City for allegedly mishandling and delayed infrastructure projects.

PCACC representative Antonio Alabata filed complaints of violation of Republic Act 3019 or the anti-graft and corrupt practices act, gross inexcusable negligence, grave misconduct and violation in government procurement reform act or R.A. 9184.

“Kami po’y nagsampa ng kaso sa ating Ombudsman laban kay Mayora Janet Ilagan dahil sa hindi niya angkop na pag gamit ng kaban ng bayan. Ito po’y people’s money na kung saan ay dapat napupunta sa tao,” Alabata said.

“Ang mga proyekto ay kasalukuyang hindi pa tapos at nakatengga. Ito po’y nakakaalarma.”

Mayor Janet Ilagan’s husband is Mataas na Kahoy, Batangas Vice Mayor Jay Ilagan, also one of the Batangas province gubernatorial candidates in next year’s election in May.

The advocacy against crime and corruption group, according to Alabata submitted complaint, accused Mayor Ilagan of mishandling, delayed and the unimplemented projects as of December 31, 2022, funded out of the 20 percent development fund with total appropriations of P22, 391,812.87.

He explained that they have found out that 11 projects totaling to P22,392,812.87 are not completed yet including four infrastructure projects like buildings and road repairs are ongoing implementation or delayed while the remaining seven projects were not implemented as of the year end.

Although he did not reveal further specific details on the infrastructure projects as all the details were already in the Ombudsman, all those 11 projects are not completed as of today.

The verification of the 20 percent development fund utilization report and quarterly report on government programs, projects, and activities (PPAs) as of December 31, 2022, has showed that the municipality was able to implement only 14 out of 25 PPA’s.

The Municipality CY 2022’s total appropriation for its 20 percent development fund is totaled P47,352,397.26.
