Marcos Signs AO No. 27: ₱20,000 Incentive for Government Employees, Exclusions Spark Debate

President Ferdinand R. Marcos Jr. has signed Administrative Order No. 27, granting a one-time Service Recognition Incentive (SRI) of up to ₱20,000 for qualified government employees for fiscal year 2024. The move, announced Friday, aims to boost morale among public servants but has stirred controversy over the exclusion of contractual and job order workers.

Who Benefits?

The incentive covers personnel in national government agencies (NGAs), including teachers, military, police, and employees of state universities, colleges (SUCs), and government-owned or controlled corporations (GOCCs). Employees in local government units (LGUs) may also receive the incentive, subject to financial capacity. To qualify, employees must:

Render at least four months of satisfactory service by November 30, 2024.

Be employed in government as of the same date.
Pro-rated incentives will apply to employees with less than four months of service.

Rising Criticism

However, AO No. 27 excludes job order workers, consultants, and other contractual staff. Critics argue that these personnel also play crucial roles in public service and deserve recognition. Social media debates emphasize the need for broader inclusivity in government incentives.

Despite the backlash, the administration highlights this initiative as part of its commitment to improving public sector welfare. For many government employees, this is seen as a year-end reward recognizing their service to the nation.
