Silang, Cavite – The National Police College (NPC) and the International Committee of the Red Cross (ICRC) have officially strengthened their collaboration through a partnership agreement signed on February 17, 2025.

The three-year agreement underscores the two institutions’ shared commitment to integrating international humanitarian law (IHL) and relevant human rights principles into law-enforcement education, ensuring that police officers develop a strong legal and ethical foundation in their professional careers.

The signing ceremony, held at the NPC campus in Silang, Cavite, brought together key officials from Philippine Public Safety College (PPSC) – National Police College (NPC) and ICRC.

The partnership agreement marks a significant step in curriculum enhancement, training collaboration, and capacity-building efforts for NPC’s law-enforcement education programs.

In his message, NPC director, Dr. Romeo S. Magsalos, DPSSG, MPSA, reaffirmed NPC’s dedication to professionalizing police education so that law-enforcement officers may develop a solid understanding of IHL, ethical policing, and the rule of law.
The NPC is mandated to provide continuing education and address career training needs of the police, fire and jail officers, thus playing a pivotal role in shaping future leaders of the Philippine National Police and other public safety agencies.

Johannes Bruwer, head of delegation of ICRC in the Philippines, highlighted the humanitarian organization’s commitment to promoting a better understanding of IHL among law-enforcement officers, emphasizing that while IHL is applicable in armed conflicts, a foundational knowledge of its principles is valuable in rare situations where law enforcement interacts with armed conflict dynamics.
He also noted the importance of ensuring that law-enforcement training includes humanitarian considerations alongside relevant human rights principles.

PPSC president, PBGEN Ferdinando G. Sevilla (Ret.), DPSSG, MPSA, highlighted the evolving role of law enforcement in upholding humanitarian principles and the rule of law, emphasizing the significance of legal knowledge in ensuring ethical policing and public safety.

This partnership reinforces NPC’s mission to produce highly competent law enforcement officers, trained in IHL, relevant human rights, and ethical policing—allowing them to serve communities with professionalism, integrity, and adherence to international legal standards. (CD)
