PPSC-NPC, Hanns Seidel Foundation Advance Police Training with Cybercrime Case Scenarios

Tagaytay City, May 7–8, 2025 — The National Police College (NPC), under the Philippine Public Safety College (PPSC), and the Hanns Seidel Foundation (HSF) concluded a two-day Core Instructors’ Conference focused on integrating cybercrime case scenarios into police training. Held at Hotel Dominique, Tagaytay City, the activity aimed to modernize law enforcement instruction amid evolving digital threats.

Since 2014, the PPSC-HSF partnership continues to champion future-ready, rights-based police education. The conference convened veteran police instructors, cybersecurity experts, and training professionals to co-develop scenario-based modules rooted in real-world policing.

“First-class teachers produce first-class students,” said Alexander Birle, HSF Resident Representative. “This conference ensures our instructors stay sharp in both content and delivery.”

PPSC President PBGEN FERDINANDO G SEVILLA (Ret), MPSA emphasized digital readiness: “As threats evolve, so must our methods. Instructors must lead with both knowledge and ethical leadership.”

HSF Program Coordinator Noel Ruiz praised the enhanced instructional quality of the outputs, citing their legal grounding and relevance. “These new scenarios raise the bar for public safety education.”

Sessions by PCOL JAY GUILLERMO, Chief, Crisis Response Unit, PNP ACG and Engr. Marco Voltaire Padilla, MIS, CESE, Assistant Schools Division Superintendent, Quezon City Schools Division Office of the Department of Education, were hailed as highly engaging and empowering, while workshops fostered collaboration, creativity, and critical thinking. Outputs from the event will undergo review for integration into NPC’s curriculum, particularly in areas of executive leadership, digital forensics, and multi-agency coordination.

NPC Director Dr. Romeo S. Magsalos called the event a legacy milestone: “This strengthens our shared commitment to ethical, effective, and modern police instruction.”

The PPSC-NPC and HSF partnership stands as a regional model for how international collaboration can elevate local law enforcement systems.
