HIV Crisis sa Kabataan: 500% Pagtaas ng Kaso, DOH Nais Ideklara ang National Public Health Emergency

Tumalon ng nakababahalang 500% ang bilang ng mga kaso ng Human Immunodeficiency Virus (HIV) sa Pilipinas, partikular sa mga kabataang may edad 15 hanggang 25 anyos, ayon sa pinakahuling datos mula sa Department of Health (DOH). Dahil dito, isinusulong ng DOH ang pagdedeklara ng isang “National Public Health Emergency” upang mapabilis ang pagtugon sa lumalalang krisis.

Ayon kay Health Secretary Teodoro Herbosa, ang Pilipinas na ngayon ang may pinakamataas na bilang ng mga bagong kaso ng HIV sa buong Western Pacific Region. Sa unang tatlong buwan pa lamang ng 2025, naitala na ang 5,100 bagong impeksyon—katumbas ng 57 bagong kaso kada araw, mas mataas kumpara sa 3,400 kaso noong kaparehong panahon ng 2024.

Mga Mahahalagang Punto:

Kabataang Pilipino ang Pinaka-Apektado
Isang 12-taong gulang na babae mula Palawan ang naitalang pinakabatang kaso, na nahawa sa pamamagitan ng sexual contact. Kung hindi maaagapan, maaaring umabot sa 400,000 ang kabuuang bilang ng mga Pilipinong may HIV.

Paraan ng Pagkalat
Patuloy na sexual contact—lalo na sa mga lalaking nakikipagtalik sa kapwa lalaki (MSM)—ang pangunahing dahilan ng pagkalat ng HIV simula pa noong 2007.

Mabilis na Pagtaas ng Araw-araw na Kaso
Noong 2010, apat na kaso lamang ang naitatala kada araw. Sa kasalukuyan, pumapalo na ito sa halos 50 hanggang 57 bagong kaso araw-araw.

Paliwanag sa Public Health Emergency
Nilinaw ng DOH na ang deklarasyon ng emergency ay hindi lockdown, kundi hakbang upang mapabilis ang paggalaw ng pondo, makapag-recruit ng mas maraming manpower, at makipagtulungan sa iba’t ibang sektor para sa mas malawak na kampanya at serbisyo.

Libre, Kumpidensyal, at Abot-Kamay ang Lunas
Hinihikayat ng DOH ang publiko na magpa-HIV testing na libre at kumpidensyal. Libre rin ang antiretroviral treatment (ART) sa mga government facilities. Inirerekomenda ang condom, lubricant, at Pre-Exposure Prophylaxis (PrEP) para sa proteksyon.

Papel ng Social Media at Online Platforms
Binanggit ng DOH na maaaring may papel ang social media at dating apps sa pagdami ng impeksyon, kabilang na rin ang banta ng mga sexual predators.

Panawagan:

Sa harap ng krisis, nananawagan ang DOH ng pagtutulungan mula sa lahat ng sektor—mula paaralan, magulang, media, hanggang sa LGUs at NGOs—upang tugunan ang mabilis na pagkalat ng HIV sa bansa. Panahon na upang hindi lamang ito pansinin, kundi kumilos nang sabay-sabay.
