Cayetano Pushes 10 Priority Bills to Uphold Filipino Values and Strengthen Public Services

Senator Alan Peter Cayetano has filed ten priority bills as the 20th Congress opens, aiming to enhance public service delivery, uphold Filipino values, and secure a brighter future for Filipino families and the next generation.

Spanning key areas such as education, health, labor, disaster preparedness, peace and order, and social welfare, Cayetano said these proposals are focused on equipping the nation for today’s challenges and tomorrow’s uncertainties.

Leading the list is the Filipino Identity in Values Act, which seeks to strengthen civic responsibility and values education through the creation of a Commission on Filipino Values and an Inter-Faith Council. “Our development must be anchored in our cherished core values: faith in God, bayanihan, and the honor and respect we give to our elders and family,” Cayetano noted.

Next is the Makakapagtapos Ako Act, designed to provide monthly allowances to senior high school and college students in public schools to cover transportation, internet, and other essential academic expenses — removing financial barriers to graduation.

Cayetano also co-authored the EDCOM III Act with Senators Pia Cayetano, Chiz Escudero, and Joel Villanueva to harmonize the education policies of DepEd, CHED, and TESDA for more effective learning outcomes.

Addressing labor issues, the proposed LabCom Act aims to create a joint labor commission to evaluate living wage standards and craft long-term solutions for job insecurity and wage inequality.

For disaster management, the Emergency Response Department (ERD) Act proposes a dedicated full-time agency to oversee emergency situations and manage the nationwide 911 hotline system.

Other social welfare measures include the Trust Fund for Abandoned, Neglected, or Voluntarily Committed Children Act, which will establish savings for government-cared children to support them in adulthood, and the Center for the Elderly in All Cities and Municipalities Act, which will create wellness hubs for senior citizens offering livelihood opportunities, medical check-ups, and community engagement.

On peace and order, the AFP and PNP Camp Development Fund Act proposes an annual P10-billion fund for five years to upgrade military and police facilities, including barracks, training centers, clinics, CCTV systems, and internet connectivity.

In response to growing concerns over gambling, Cayetano filed the Anti-Online Gambling Advertisement Act of 2025 to prohibit all forms of advertising for online gambling across media platforms. He also supports the Ban on Online Gambling Act led by Senator Pia Cayetano to ban the industry’s operations entirely.

Finally, the Health Passport System Act aims to simplify healthcare access by establishing both digital and physical IDs for senior citizens, persons with disabilities, and individuals with chronic illnesses.

“These bills are rooted in Filipino values and grounded in the real needs of our people,” said Cayetano, reaffirming his advocacy to “honor God, build communities, and transform the nation.”
