MANILA, Philippines — The Social Security System (SSS) announced today the implementation of revised guidelines for its Calamity Loan Program (CLP), offering lower interest rates, quicker processing times, and more flexible loan renewal policies to provide timely and effective financial relief to members affected by natural disasters.

The move comes after President Ferdinand R. Marcos Jr.’s Labor Day announcement to reduce interest rates on SSS loans. In line with this, the interest rate for calamity loans will drop from 10% to 7% per annum, benefiting members with good credit standing.

“We listened to the call for more accessible financial assistance. Through the approval of the Social Security Commission, led by Finance Secretary Ralph G. Recto, we are lowering the burden on our members during times of crisis,” said SSS President and CEO Robert Joseph M. De Claro.

Key Enhancements Under the New CLP Guidelines:

Lower Interest Rate: From 10% to 7% per annum for members with no penalty condonation record in the past five years.

Loan Renewal Flexibility: Calamity loans can now be renewed after six months, provided the existing loan is not past due.

Faster Activation: The program can be activated within 7 working days of a declared State of Calamity—down from the previous 30-day period.

Stronger Branch Involvement: SSS branches and international units are now required to endorse calamity declarations within 2 calendar days to speed up processing.


Loan Features and Eligibility:

Loanable Amount: Up to ₱20,000, based on the member’s average Monthly Salary Credit over the past year.

Availment Period: 30 days from the announcement in a widely circulated publication.

Repayment Terms: Payable over 24 months, with a 1% service fee and 1% monthly penalty for late payments.

Eligibility:

At least 36 monthly contributions, with 6 in the last 12 months

No outstanding loans or restructured accounts

Must be under 65 years old and not disqualified for fraud

Employer must be updated on contributions and loans



Application and Disbursement:

Loan applications can be filed through the My.SSS online portal or SSS Mobile App. Proceeds will be disbursed via UMID ATM cards or PESONet bank accounts enrolled in the Disbursement Account Enrollment Module (DAEM).

De Claro emphasized that these changes are meant to ensure that SSS members receive swift and practical financial aid when disasters strike.

> “Our goal is to help our members recover quickly and with dignity, without being buried in debt,” he said.



In 2024 alone, SSS released almost ₱10 billion in calamity loans to more than 560,000 members affected by various disasters. With the improved CLP, SSS aims to support even more Filipinos in 2025.
