Cayetano, binatikos ang EAO fund ng DPWH

Binatikos ni Senador Alan Peter Cayetano nitong Miyerkules ang Department of Public Works and Highways (DPWH) matapos umabot sa P94 bilyon ang nagastos nito para sa Engineering and Administrative Overhead (EAO) mula 2022 hanggang 2025, kahit hindi naman natitiyak ang kalidad ng mga proyekto na nauuwi lang sa sayang na pondo.

Ayon kay Cayetano, ang halagang ito — na umaabot ng P20 bilyon kada taon — ay sapat na para pondohan ang P55-bilyong kulang pa para maabot ang 4% ng GDP target sa budget ng edukasyon.

“Ni-research na sa DPWH pala, they have EAO na up to 3.5% for any project above P1 million, at napupunta ito sa either central office, regional director, o sa district engineer,” wika niya.

Inihayag niya ito sa organizational meeting ng Senate Committee on Higher, Technical and Vocational Education nitong August 27, bilang tugon sa sinabi ni Senador Sherwin “Win” Gatchalian na pwedeng kunin ang P55 bilyon para sa edukasyon mula sa pondong P270 bilyong flood control projects sa susunod na taon.

Ang EAO ay porsyentong kaltas sa lahat ng proyekto ng DPWH na lampas P1 milyon, na nakalaan para sa testing at quality control, project management, pre-construction activities, at iba pang gastusin.

Pero giit ni Cayetano, kahit may ganitong pondo, hindi pa rin natitiyak ang integridad ng mga proyekto at may mga kaso pa ng umano’y “ghost projects.”

“Kung pang-testing at quality control pero wala naman palang quality at ghost project pa, sayang itong pondong ito,” wika niya.

Dagdag pa ni Cayetano, sapat na ang naturang halaga para matugunan ang kakulangan sa badyet ng edukasyon, kaya hinimok niya si Gatchalian na silipin ito.

“May I respectfully hand it over to you baka gusto mong tingnan. It’s mostly P20 billion a year. Isusumbong ko na kay Tulfo y’ang EAO na ‘yan,” wika niya.
