Police Colonel Adolph C. Almendra, Chief, General Doctrine Development Division of the PNP Directorate for Human Resource and Doctrine Development (DHRDD) Division (PNP-DHRDD), delivered the welcome remarks, emphasizing the importance of partnership: “The Philippine National Police values its strong collaboration with the PPSC and NPC in advancing public safety education. Our shared commitment to excellence in training and research ensures that our officers are equipped with the latest knowledge and skills to serve our communities effectively,” he stated.

Atty. Noel M. Capulong, Assistant Dean and Chief of the National Police College’s Research and Academic Affairs Division, presented the new NPC Research Compendium. “In fulfillment of the NPC’s mandate to advance the professional and academic development of police officers, we are honored to formally transmit the Research Compendium of NPC Mandatory Courses, encompassing the Police Senior Officers Executive Course (PSOSEC), Advance Course (PSOAC), and Basic Course (PSOBC) from 2020 to 2025,” said Atty. Capulong. He noted that the compilation “represents a decade’s worth of intellectual and operational contributions from our student-officers, addressing key issues in leadership, public safety, human rights, community policing, cybersecurity, mental health and governance.” The Assistant Dean added: “The College trusts that these academic papers will serve as valuable references for doctrinal enhancement, evidence-based policymaking, and institutional capacity building within the PNP and DHRDD”.

Receiving the compendium, Police Brigadier General Benliner L Capili (PNP) commended the effort and voiced strong support for enhanced inter-agency training. “We thank the PPSC and NPC for this invaluable collection of research. It will greatly inform our efforts to improve training and policies,” he said. General Capili pledged his backing for the proposed Joint Training Directive, stating “I fully support PPSC’s move for the creation of a Joint Training Directive to harmonize training across the PNP, BFP, BJMP, and PCG. This will ensure that all our public safety officers receive the highest and most consistent education and training possible.”

On behalf of PPSC leadership, Vice President for Academics and NPC ‘s Officer-in-Charge, PBGen Vert T. Chavez (Ret.), MPSA, presided over the symbolic turnover of the 243 academic papers. PBGen Chavez remarked: “These papers embody the knowledge and experience of our officers. By integrating their findings into our curriculum and doctrines, we will strengthen institutional learning and better prepare our men and women in uniform to face today’s challenges.” He affirmed that the PPSC–NPC will work closely with the PNP, BFP, BJMP, and PCG to apply this research in future training programs and policies.

Ways Forward

Develop a Joint Training Directive. Finalize and implement a unified directive to harmonize training standards and curriculum for the PNP, Bureau of Fire Protection, Bureau of Jail Management and Penology, and Philippine Coast Guard.

Organize a Public Safety Symposium. Plan a PPSC–NPC symposium bringing together leadership and educators from PNP, BFP, BJMP, and PCG to discuss public safety education, share best practices, and collaborate on curriculum development.

This collaborative initiative and release underscore the PPSC/NPC commitment to evidence-based training and inter-agency synergy. Both institutions will continue to publish updates and media releases on joint education and training programs.
