Philippines — A Pasig regional trial court on Thursday convicted former Bamban, Tarlac mayor Alice Leal Guo of qualified human trafficking and sentenced her to reclusion perpetua, following months of hearings linked to the controversial Philippine Offshore Gaming Operator (POGO) hub raided in her town.

The conviction was handed down by Pasig RTC Branch 167, which found Guo guilty beyond reasonable doubt for her role in the large-scale trafficking operations uncovered during the raid on the Baofu POGO compound in June 2024. The raid resulted in the rescue of more than 800 victims, both Filipino and foreign nationals, who were allegedly forced into online scam operations.

Guo, who attended the promulgation via video conference from the Pasig City Jail Female Dormitory, was also ordered to pay monetary penalties as prescribed under the Anti-Trafficking in Persons Act. Her co-accused — including individuals linked to the management of the POGO hub — received the same penalties.

The court’s decision follows earlier findings by investigators and state agencies identifying Guo as a central figure in the POGO operations allegedly involved in trafficking, torture, and cybercrime activities. The judge noted that the prosecution presented substantial evidence showing Guo’s direct and indirect participation in the illegal activities conducted inside the compound.

Guo previously entered a plea of not guilty and sought bail, but the court denied her petition, citing the strength of the evidence presented by the prosecution.

The former mayor also faces multiple pending cases, including charges related to falsification of public documents, money laundering, tax violations, and separate proceedings questioning her citizenship and eligibility to hold public office.

Government authorities welcomed the ruling, citing it as a major development in the ongoing crackdown on criminal activities linked to POGO operations across the country.

Guo’s legal team has yet to announce whether they will file an appeal.
