Mayor Ross Rizal’s Achievement Places Calamba Among Top Child-Friendly LGUs in the Philippines

Calamba City Mayor Roseller “Ross” H. Rizal emerged as one of the most distinguished local chief executives in the country after Calamba successfully passed the 2025 Child-Friendly Local Governance Audit (CFLGA), placing the city among the national awardees recognized for excellence in child welfare programs.

Mayor Rizal emphasized that the recognition is “more than an award — it reflects the city’s effective policies and programs for child protection, development, and participation.”

“Karangalan ko pong ibalita sa inyo na kasama po tayo sa matagumpay na pagkapasa sa CFLGA 2025… Patunay ito ng ating dedikasyon na isulong ang karapatan at proteksyon ng mga kabataan sa bawat barangay,” Mayor Rizal said.

While many LGUs across the country earned their spot on the national list, Calamba stood out for its sustained investments in child-focused initiatives, including education support, health programs, safe public spaces, and strengthened barangay-level protection mechanisms. The recognition follows a series of governance achievements under Rizal’s leadership, further solidifying Calamba’s reputation as one of the most progressive and child-centered cities in the Philippines.

The CFLGA, conducted annually by the Department of the Interior and Local Government (DILG) and partner agencies, measures how effectively local governments uphold the rights and welfare of children. Only LGUs that meet stringent standards across survival, development, protection, and participation indicators qualify for the Seal of Child-Friendly Local Governance.

Mayor Rizal dedicated the achievement to the people of Calamba, saying, “Ang pagkilalang ito ay iniaalay ko sa bawat isang Calambeño. Congratulations po sa ating lahat.”

As the 2025 awardees receive national attention, Mayor Ross Rizal stands prominently among them, positioning Calamba City as a model of inclusive, child-centered governance and reaffirming the administration’s commitment to building a city where children thrive safely, healthily, and with greater opportunities for the future.
