NPC Makes History With Full Multi-Agency Participation in Phase 4 Curriculum Review

The National Police College (NPC) successfully concluded its Phase 4 Curriculum Review and Enhancement Workshop on December 4, 2025, marking a historic milestone with the full participation of all major public safety agencies — the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and the Philippine Coast Guard (PCG).

This year’s session showcased strengthened collaboration, innovation, and interoperability across key institutions tasked with safeguarding the nation. A major highlight was the dynamic “World Café” workshop facilitated by NPC Subject Matter Expert Dr. Cecilia D. Noble. Using the START–STOP–SUSTAIN–SHIFT framework, participants rotated through four stations to collectively evaluate and refine the Points of Instruction (POIs) for the mandatory courses: Public Safety Officers Basic Course (PSOBC), Public Safety Officers Advance Course (PSOAC), and Public Safety Officers Senior Executive Course (PSOSEC).

Participants praised the methodology for its clarity and inclusiveness, noting that the process effectively surfaced practical insights grounded in frontline operational experience. The activity created a productive environment where best practices, shared challenges, and strategic directions were openly discussed, strengthening curriculum alignment and enhancing inter-agency readiness.

NPC leadership expressed gratitude for the agencies’ active involvement, emphasizing that the unprecedented unified representation signals a strong commitment to developing a more adaptive and future-ready public safety education system. The workshop concluded with the presentation of tokens to partner agency representatives in recognition of their significant contributions.

The NPC reaffirmed its dedication to cultivating a unified, competent, and responsive corps of public safety officers who can meet the demands of an evolving security landscape.
