MANILA, Philippines — Senate Minority Leader Alan Peter Cayetano on Monday welcomed the directive of President Ferdinand Marcos Jr. to form a government crisis committee, saying the move reflects the Senate’s earlier push to strengthen the country’s readiness for large-scale disruptions.


The President’s order comes amid escalating tensions in the Middle East, which lawmakers warn could have far-reaching effects on global oil supply and, ultimately, the Philippine economy.


Cayetano emphasized that the directive aligns with Senate Resolution No. 343, which he introduced earlier this month. The resolution called on the Executive Branch to establish a National Contingency Framework—a comprehensive plan aimed at guiding the country’s response to major crises.


Lawmakers noted that global conflicts can quickly trigger increases in fuel prices, transportation costs, and inflation, placing significant pressure on Filipino households.


To further reinforce preparedness, the Senate also adopted Resolution No. 350, co-authored by Cayetano alongside Senate President Vicente Sotto III and Majority Leader Juan Miguel Zubiri. The measure proposes the creation of a Senate-led ad hoc body known as the Proactive Response and Oversight for Timely and Effective Crisis sTrategy (PROTECT).


The proposed PROTECT committee will be chaired by the head of the Senate Committee on Finance and composed of leaders of all Senate standing committees. It is tasked with consolidating inputs from various sectors while ensuring close coordination across government agencies.


According to Cayetano, the initiative is designed to complement efforts from the Executive Branch by actively participating in crafting the national contingency plan and ensuring timely and coordinated implementation.


He stressed that while government agencies often respond individually during emergencies, the lack of a unified framework can result in gaps in execution and delays in response.


“Nasusubukan ang ating pundasyon ‘pag merong kalamidad o sakuna… I don’t think there’s a problem that we expect the worst or prepare for the worst. Kung hindi, nandiyan y’ung contingency plan [to implement],” he said.


Cayetano added that establishing a Senate-led body would help align national agencies, local government units, and the private sector, ensuring that preparations remain focused and sustained.


With Malacañang now moving forward with its own crisis committee, the senator underscored the importance of building stronger institutional foundations to safeguard the country against future uncertainties.


“Ang pundasyon ng isang bansa, ng isang bayan, ng isang senado, ng isang pamilya o ang pundasyon ng mga Pilipino ay napakahalaga,” he added.
