Filipino households are bracing for another financial strain this April 2026, as electricity transmission rates rise alongside persistently high oil prices and extreme summer heat.


Data from the National Grid Corporation of the Philippines shows that the overall equivalent average transmission rate for the March 2026 billing period—reflected in April electricity bills—has increased by 4.26%, from ₱1.6810/kWh in February to ₱1.7526/kWh.


A key driver of the increase is the higher cost of Ancillary Services (AS), which are backup power supplies used during supply-demand imbalances. AS rates climbed from ₱0.8275/kWh in February to ₱0.8516/kWh in March. These costs are passed through to consumers and are paid to power generators and the Independent Electricity Market Operator of the Philippines, which manages the reserve market.


The transmission wheeling rate—fees charged for delivering electricity through the grid—also saw a slight uptick, rising to ₱0.7022/kWh from ₱0.6677/kWh the previous month.


Despite the increases, NGCP clarified that it does not profit from Ancillary Service charges, as these are directly remitted to service providers. The company also emphasized that its revenue is regulated and capped by the Energy Regulatory Commission, meaning changes in transmission wheeling rates do not translate to higher earnings for the grid operator.


“Bulk of the transmission rate comes from Ancillary Services,” NGCP explained, underscoring its role in maintaining grid stability, especially during periods of high demand.


The rate hike comes at a challenging time, with consumers already grappling with elevated fuel costs and soaring temperatures that are driving up electricity consumption, particularly for cooling needs.


As the dry season intensifies, experts warn that power demand may continue to surge, potentially leading to further adjustments in electricity costs—adding pressure on already stretched household budgets nationwide.
