SAN PEDRO CITY, Laguna — Newly appointed Department of Labor and Employment (DOLE) Secretary Francis Tolentino announced a major shift toward a more proactive administration, revealing plans to invite labor leaders to speak at the agency’s weekly flag ceremonies to directly voice their concerns.


Tolentino made the announcement during the regional launch of Brigada Eskwela here on Wednesday, June 3, stressing that the initiative aims to give labor groups a direct platform to influence department actions.


“Tuwing flag ceremony, huwag nang magsalita ang department heads ng DOLE o ‘yung mga direktor. Ang sabi ko po, linggo-linggo tuwing may flag ceremony, ang magsasalita mga labor leaders,” Tolentino said. “Kilusang Mayo Uno, Trade Union Congress of the Philippines, pati si Cong. Eli San Fernando gagawing guest speaker sa DOLE.”


The labor chief added that the speeches would be followed by a dialogue (salu-salo) to ensure that the voices of various stakeholders are heard, aligning with President Ferdinand R. Marcos Jr.’s directive to promote workers’ welfare and maintain industrial peace.


TUPAD Deployment and Social Media Criticism
In one of his first major acts in office, Tolentino authorized the hiring of 245,000 beneficiaries under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program. These workers will be deployed to their respective barangays to clean grounds and repair classrooms for the Department of Education’s (DepEd) annual Brigada Eskwela.


Addressing criticism from social media users who questioned the efficiency of TUPAD workers in community cleanup efforts, Tolentino stated he has coordinated with DepEd to ensure their contributions are tangible. He also vowed to expand the program to offer financial relief to more families.


“Hindi natin hihigpitan. Mas pipilitin natin na mas maraming magkaroon ng kahit pansamantalang hanapbuhay at makatulong sa iba’t ibang pamilya at barangay,” he said.


Key Priorities: Labor Inspectors and TESDA Integration


To accelerate the resolution of labor disputes, Tolentino revealed that hiring more than 500 additional labor inspectors nationwide is among his top priorities. The deployment will focus heavily on industrialized regions, including:


National Capital Region (NCR)
Central Luzon
Calabarzon
Central Visayas


Furthermore, the Secretary is pushing for a tighter integration between DOLE and the Technical Education and Skills Development Authority (TESDA) to bridge the gap between skills training and immediate employment.


“[Hangad natin na ang] TESDA ay magkaroon ng malapit na ugnayan sa DepEd at pribadong manufacturing companies, na napakarami sa Laguna, nang sa gayon ang skills ng TESDA graduates ay magamit kaagad para makapagnegosyo,” Tolentino explained.


Tolentino concluded by calling for stronger cooperation among regional directors and partner agencies, stating his goal is to position DOLE as a top-performing government agency through meaningful livelihood and welfare reforms. (Via PIA)
