Power consumers nationwide may notice a slight increase in their July 2026 electricity bills after the National Grid Corporation of the Philippines (NGCP) reported a rise in transmission rates driven by higher ancillary service (AS) costs.

According to NGCP, the equivalent average transmission rate for the June 2026 billing period—which will be reflected in July electricity bills—increased by 0.77%, from ₱1.4492 per kilowatt-hour (kWh) in May to ₱1.4604/kWh in June.

The increase was primarily attributed to a 10.18% hike in ancillary service rates, which climbed from ₱0.7220/kWh in May to ₱0.7955/kWh in June. Ancillary services are support services provided by power generators to help stabilize the grid during supply and demand imbalances and ensure the reliable delivery of electricity.

Despite the increase, NGCP clarified that it does not earn from ancillary service charges. The company explained that these costs are passed directly to generation companies with bilateral contracts and to the Independent Electricity Market Operator of the Philippines (IEMOP) for ancillary services sourced from the Reserve Market.

Meanwhile, NGCP reported that its transmission wheeling rate—the charge for delivering electricity through the country’s transmission network—actually declined from ₱0.5607/kWh in May to ₱0.5058/kWh in June.

The grid operator emphasized that ancillary service charges continue to make up the largest portion of the overall transmission rate.

“As the system operator, NGCP’s priority is to ensure the grid remains resilient during supply-demand imbalances. NGCP does not profit from AS charges, as these are remitted directly to the providers who help us maintain the continuous flow of electricity across the country,” NGCP said.

NGCP assured consumers that while transmission charges may fluctuate depending on ancillary service requirements, its role remains focused on maintaining a stable and reliable power grid across the country.
