Manguiat Explains Use of LGU Vehicle, Apologizes for Traffic Disruption, Clarifies Mayor Rizal Was Not On Board

CALAMBA CITY, Laguna — Calamba City Councilor and Laguna Board Member Arvin Laude Manguiat has issued an official statement clarifying that he, and not Mayor Roseller “Ross” Rizal, was the passenger of the white Ford vehicle owned by the Calamba City government that was recently seen being escorted by Calamba Public Order and Safety Office (POSO) motor officers.

Manguiat said he initially chose not to address the issue but decided to speak after numerous comments and speculations circulated online regarding the vehicle and its use.

He apologized to motorists who may have experienced inconvenience while traveling between Calamba City and Santa Cruz, Laguna, explaining that the police-style escort was intended to help him fulfill his official responsibilities in both the city and provincial governments.

According to Manguiat, every Monday he attends the Calamba City Council session, where he participates in deliberations and the passage of ordinances and resolutions aimed at promoting peace, order, and development in the city. These sessions typically conclude shortly after noon.

At the same time, he also serves as President of the Philippine Councilors League (PCL)–Laguna Chapter and as a member of the Sangguniang Panlalawigan of Laguna, whose regular session at the Provincial Capitol in Santa Cruz begins at 1:00 p.m. every Monday.

Manguiat explained that the narrow time gap between the two sessions, coupled with heavy traffic along the Calamba–Los Baños–Santa Cruz corridor due to ongoing roadworks, makes it difficult to arrive at the Provincial Capitol on time without assistance.

He said the POSO motor officers help facilitate his travel so he can fulfill his duties to the people of Laguna without delay.

Manguiat stressed that his objective is to maximize public service and ensure that taxpayers receive the full benefit of the work entrusted to him.

He also expressed gratitude to the Calamba POSO personnel for their assistance.

The councilor appealed for public understanding, saying he remains committed to serving the people of Calamba and the entire Province of Laguna with dedication, accountability, and compassion.
