Sa ikatlong public hearing at inquiry ng Senate Committee on Health and Demography, na pinangunahan ni Senate Committee Chairperson Bong Go, iprinisenta ng Department of Budget and Management (DBM) ang ilang mahahalagang detalye at update sa mga inilabas na Health Emergency Allowance (HEA).
Kinatawan si DBM Secretary Amenah “Mina” F. Pangandaman ni Legal and Legislative Functional Group Head Undersecretary Janet B. Abuel, na humarap kina Senators Jinggoy Estrada, JV Ejercito, Raffy Tulfo, at Bato Dela Rosa, upang tumulong sa pagresolba ng usapin.
Nilinaw na ang 2024 na alokasyon para sa HEA na nagkakahalaga ng ₱19.962 bilyon ay komprehensibong inilabas sa Department of Health (DOH) sa unang quarter ng taon. Sa kabuuan, naglabas ang DBM ng ₱76.2 bilyon para sa health emergency allowance at COVID-19 Sickness and Death Compensation mula noong 2021.
Ang budget ng HEA ay bahagi ng P91.283 bilyong inilabas na pondo sa DOH para sa pagbibigay ng mga benepisyo para sa mga health workers at pagbibigay ng kanilang mga allowance sa ilalim ng Bayanihan Law, na tumutugon sa mga claim ng mga karapat-dapat na public at private healthcare worker.
Ipinahayag din ni Usec. Abuel ang commitment ng DBM na tulungan ang mga frontliner sa pamamagitan ng pagbibigay prayoridad sa HEA sa pagbalangkas ng FY 2025 National Budget.
Noong Abril, muling ipinanawagan ni Sec. Pangandaman sa DOH na isapinal ang HEA mapping nito upang malutas ang mga isyu na nagpapabagal sa pagpapalabas ng mga grants. Ipinahayag din ni Sen. Bong Go ang kanyang pagkabahala tungkol sa hindi pagkakasundo ng mga rekord.
