SANTA CRUZ, LAGUNA — The Provincial Government of Laguna, under the leadership of Governor Sol Aragones, continues to strengthen its efforts to protect mothers and newborns through specialized training for midwives on community-based HIV screening and the prevention of mother-to-child transmission.

The second day of the “Training on Community-Based HIV Screening for Midwives: Triple Elimination of Mother-to-Child Transmission” was held on October 8 at the Provincial Health Office (PHO) Conference Room inside the Provincial Capitol Compound in Santa Cruz, Laguna.

Led by the Laguna Provincial Health Office (PHO) in partnership with the Department of Health (DOH) Center for Health Development–CALABARZON, the training focused on practical skills and return demonstration to equip midwives with the proper procedures for HIV screening and related health services.

The session began with a recap and discussion on Treatment, Referral, and Management, facilitated by Kate S. Pelagio, RPh. Peter Paul Elazegui, RMT, meanwhile, discussed Service Delivery Mapping and Standard Precaution, covering proper donning and doffing of personal protective equipment, finger-pricking and blood collection techniques, the use of HIV Rapid Diagnostic Test Kits, proper waste disposal, and quality assurance.

A major component of the training was the Return Demonstration, where participants performed the actual finger-pricking procedure and practiced filling out the HIV Testing Services (HTS) Form, interpreting screening results, and ensuring proper linkage to care.

The participants also took part in a Triad Activity, where they alternated roles as client, provider, and observer. The activity was designed to ensure that the correct procedures were followed while maintaining the quality and safety of HIV testing services.

A Post-Test, Debriefing, and Synthesis followed to assess the participants’ understanding of the lessons and reinforce key practices. The training concluded with the Awarding of Certificates and Closing Ceremonies.

The initiative forms part of the provincial government’s continuing commitment under Governor Sol Aragones to strengthen the capabilities of midwives as frontline healthcare workers.

Through enhanced training and practical skills, Laguna aims to help prevent the transmission of HIV, syphilis, and hepatitis B from mothers to their infants, supporting the province’s goal of providing safer pregnancies and healthier futures for Lagunenses.
