**CALAMBA CITY, Laguna** — Laguna lawmakers, led by House Speaker Faustino “Bojie” Dy III and Governor Sol Aragones, joined forces in the “LEGISHEAR” program to bring Congress closer to the people and strengthen public participation in the legislative process.

Held on Friday, October 9, at the Jose Rizal Coliseum in Calamba City, the gathering brought together representatives from Laguna’s congressional districts, the Provincial Government of Laguna, and local government officials to promote public understanding of lawmaking and ensure that the voices of Lagunenses are heard in discussions on proposed legislation.

Carrying the message “Mahalaga ang Bawat Batas,” the initiative sought to explain how laws are crafted, highlight their impact on communities, and encourage greater public involvement in shaping policies that affect the province and its residents.

The event was led by Speaker Dy, alongside Senior Deputy Speaker Ferdinand Hernandez and Deputy Speaker Rachel Arenas. Laguna’s district representatives in attendance included Rep. Ann Matibag of the First District, Rep. Ramil Hernandez of the Second District, Rep. Loreto Amante of the Third District, and Rep. Benjamin Agarao of the Fourth District.

Also present were Rep. Charisse Anne “Cha” Hernandez of Calamba City, Rep. Arman Dimaguila of Biñan City, and Rep. Roy Gonzales of Santa Rosa City, representing their respective lone congressional districts. National Bureau of Investigation Director Melvin Matibag also attended the gathering.

Calamba City Mayor Ross Rizal, Vice Mayor Atty. Totie Lazaro, members of the Sangguniang Panlungsod, barangay chairpersons, and members of the Liga ng mga Punongbayan ng Laguna, led by Rizal Mayor Vener Munoz, also joined the event. Rep. Tonypet Albano and Laguna Vice Governor JM Carait were likewise present in support of the province’s legislative initiatives.

In her message, Governor Aragones underscored the importance of laws in maintaining peace, order, and justice, stressing that legislation provides the rules and boundaries necessary to protect communities and promote accountability.

“Kapag walang batas, walang kaayusan,” Aragones said.

Using everyday situations as examples, the governor explained how laws guide people’s behavior and safeguard the public, from traffic regulations to measures against theft and abuse.

“Ang problema, kapag ang batas ay nagbibigay ng benepisyo, masaya tayo. Pero kapag may parusa o disiplina, nag-aalinlangan tayo. Gayunpaman, kailangan ang batas — ito ang nagpapanatili ng kaayusan at katarungan sa ating lipunan,” she emphasized.

Aragones also expressed her gratitude to the House of Representatives, where she previously served for three terms, acknowledging the institution’s role in crafting laws and advancing programs for the benefit of Filipinos.

Among the key concerns discussed during the gathering was the proposed legislation on dredging as part of efforts to address flooding in Laguna. The initiative is being pushed by Laguna lawmakers, led by Dimaguila, whose city of Biñan is among the areas affected by flooding associated with the overflowing of Laguna de Bay.

The discussion highlighted the importance of legislative action and cooperation among national and local officials in finding long-term solutions to flooding and other challenges affecting communities across the province.

Through LEGISHEAR, Laguna’s congressional delegation and provincial leadership reaffirmed the importance of working together to make the legislative process more accessible, responsive, and inclusive, ensuring that the concerns of ordinary citizens remain part of the national conversation on lawmaking.
