In response to recent developments surrounding the Manila-Cavite Toll Expressway Project, Metro Pacific Tollways Corporation (MPTC) has issued a comprehensive statement addressing the case filed by PEA Tollway Corporation against its subsidiary, Cavitex Infrastructure Corporation (CIC). The case, which has garnered significant media attention, revolves around allegations of improper legal representation and a lack of authority in initiating legal proceedings.

The Manila-Cavite Toll Expressway Project, commonly known as CAVITEX, is a joint venture between CIC and the Philippine Reclamation Authority (PRA), making the PRA an indispensable party in any legal disputes involving CIC. However, the petition against CIC was filed by Mr. Dioscoro Esteban Jr., Officer-in-Charge of PEATC, without apparent authorization from either the PRA or the PEATC Board.

One of the key points raised by MPTC in its statement is the absence of approval from the Office of the Government Corporate Counsel (OGCC), the rightful legal counsel for Government-Owned and Controlled Corporations (GOCCs) like PEATC. This raises questions about the legitimacy of the petition and the authority of Mr. Esteban Jr. to act on behalf of PEATC in this matter.

Despite these legal discrepancies, MPTC has emphasized its commitment to professionalism and courtesy by extending invitations for constructive dialogue to resolve the issue. However, these invitations were reportedly disregarded, hindering progress towards a resolution.

In its statement, MPTC reaffirmed its dedication to upholding the highest standards of corporate governance and ethical conduct. It stressed the importance of resolving disputes through peaceful and lawful means, prioritizing the interests of all stakeholders involved. The company expressed hope that the parties involved would approach the matter with sobriety, professionalism, and a genuine willingness to engage in meaningful dialogue towards a mutually beneficial resolution.

The case filing has sparked concerns among stakeholders, including investors and communities affected by the Manila-Cavite Toll Expressway Project. The project’s completion is crucial for improving transportation infrastructure and connectivity in the region, and any delays or legal disputes could impact its timeline and delivery.

MPTC recognizes the significance of the Manila-Cavite Toll Expressway Project to the communities it serves and has pledged to provide updates on the progress of the case and any developments that may arise. The company remains committed to ensuring the successful completion of the project for the benefit of all stakeholders involved.

Moving forward, MPTC has expressed its willingness to engage in dialogue and negotiation to reach a fair and equitable resolution. It believes that by working together in good faith, all parties can overcome challenges and achieve mutually beneficial outcomes.

The case filing and MPTC’s response highlight the complexities involved in large-scale infrastructure projects and the importance of effective communication and collaboration among stakeholders. As the situation unfolds, stakeholders will be closely monitoring developments and hoping for a swift and satisfactory resolution to ensure the continued progress of the Manila-Cavite Toll Expressway Project.
