In its continuous endeavor to promote an inclusive Micro, Small and Medium Enterprise (MSME) sector, the DOST Provincial S & T Office (PSTO) - Laguna conducted a Webinar that encouraged local MSMEs to get Halal certified.
Prof. Joan Z. Corañes of the Polytechnic University of the Philippines (PUP) underscored the importance of getting Halal certification as its market fragment continues to grow and be recognized internationally, particularly by the Association of Southeast Asian Nations (ASEAN) community.
The Professor defined Halal as “foods or its ingredients that do not contain any components or products of animals that are unlawful as food to Muslim by Shariah Law or of lawful animals which are not slaughtered according to Shariah Law.”
She discussed that Halal certification validates that an enterprise or organization is compliant to the necessary guidelines and production practices to make sure that their products are Shariah, or lawful and permitted by the Islamic law.
The Professor tackled the salient points of the ASEAN General Guidelines on the Preparation and Handling of Halal Food.
This certification is one way of considering the welfare of our Islam compatriots and providing them a wider range of food options.
Mary Grace Avanzado of Mi Gracias, a new small business owner who joined the webinar, expressed her appreciation of DOST’s initiative to support MSMEs by providing free trainings and seminars, like this Halal certification webinar that tackled the requirements to get certified.
“Yung mga ganitong trainings help us entrepreneurs (to) have a clearer vision of our future. May mga pangarap na kami bilang mga maliliit na negosyante pero by attending such trainings, namumulat ang aming mga mata sa mga possibilities at opportunities na mayroon,” which she said includes the opportunity to obtain Halal Certification to add value to their product.
As discussed, all land animals are considered lawful as food, except the animals that are not slaughtered according to Shariah Law, pigs, and dogs. Also the animals with long pointed teeth used to kill their prey, including tigers, bears, elephants, cats and monkeys; predator birds; and animals that Islam prescribes to be killed such as mice, snakes, and centipedes, among many others.
More so, animals prohibited from being killed including ants and bees, creatures regarded as filthy, and amphibians were also considered unlawful. While, all aquatic animals, all plants and drinks are labeled as “halal” except those that are harmful to people’s health.
DOST-Laguna commended Prof. Corañes and the whole PUP for their relentless efforts to work hand-in-hand with the agency to empower local MSMEs inside and outside the Province of Laguna.
The agency is implementing a series of free trainings for all interested MSMEs until June, and is open all-year-round for invitations to hold face-to-face trainings on Good Manufacturing Practices (GMP), Hazard Analysis Critical Control Point (HaCCP) and Sanitation Standard Operating Procedures (SSOPs) to be hosted by the business owners.

Sa patuloy nitong pagsisikap na isulong ang isang inclusive Micro, Small and Medium Enterprise (MSME) sector, ang DOST Provincial S & T Office (PSTO) - Laguna ay nagsagawa ng Webinar na nag-udyok sa mga lokal na MSME na makakuha ng Halal certified.
Idiniin ni Prof. Joan Z. Corañes ng Polytechnic University of the Philippines (PUP) ang kahalagahan ng pagkuha ng Halal certification habang patuloy na lumalaki at kinikilala ang market fragment nito sa buong mundo, partikular ng komunidad ng Association of Southeast Asian Nations (ASEAN).
Tinukoy ng Propesor ang Halal bilang "mga pagkain o mga sangkap nito na hindi naglalaman ng anumang bahagi o produkto ng mga hayop na labag sa batas bilang pagkain sa Muslim sa pamamagitan ng Batas ng Shariah o ng mga legal na hayop na hindi kinakatay ayon sa Batas ng Shariah."
Tinalakay niya na ang Halal certification ay nagpapatunay na ang isang negosyo o organisasyon ay sumusunod sa mga kinakailangang alituntunin at mga kasanayan sa produksyon upang matiyak na ang kanilang mga produkto ay Shariah, o ayon sa batas at pinahihintulutan ng batas ng Islam.
Tinalakay ng Propesor ang mga mahahalagang punto ng ASEAN General Guidelines on the Preparation and Handling of Halal Food.
Ang sertipikasyong ito ay isang paraan ng pagsasaalang-alang sa kapakanan ng ating mga kababayang Islam at pagbibigay sa kanila ng mas malawak na hanay ng mga pagpipilian sa pagkain.
Si Mary Grace Avanzado ng Mi Gracias, isang bagong may-ari ng maliit na negosyo na sumali sa webinar, ay nagpahayag ng kanyang pasasalamat sa inisyatiba ng DOST na suportahan ang MSMEs sa pamamagitan ng pagbibigay ng mga libreng pagsasanay at seminar, tulad nitong Halal certification webinar na tumutugon sa mga kinakailangan upang makakuha ng sertipikasyon.
“Yung mga ganitong pagsasanay ay nakakatulong sa aming mga negosyante (upang) magkaroon ng mas malinaw na pananaw sa aming kinabukasan. May mga pangarap na kami bilang mga maliliit na negosyante pero by attending such trainings, namumula ang aming mga mata sa mga possibilities at opportunities na mayroon,” which she said includes the opportunity to obtain Halal Certification to add value to their product.
Gaya ng napag-usapan, lahat ng hayop sa lupa ay itinuturing na ayon sa batas bilang pagkain, maliban sa mga hayop na hindi kinakatay ayon sa Shariah Law, baboy, at aso. Gayundin ang mga hayop na may mahabang matulis na ngipin ay ginamit upang patayin ang kanilang biktima, kabilang ang mga tigre, oso, elepante, pusa at unggoy; mandaragit na ibon; at mga hayop na ipinag-uutos ng Islam na patayin tulad ng mga daga, ahas, at alupihan, bukod sa marami pang iba.
Higit pa rito, ang mga hayop na ipinagbabawal na patayin kabilang ang mga langgam at bubuyog, mga nilalang na itinuturing na marumi, at ang mga amphibian ay itinuturing ding labag sa batas. Habang, lahat ng hayop sa tubig, lahat ng halaman at inumin ay may label na "halal" maliban sa mga nakakapinsala sa kalusugan ng mga tao.
Pinuri ng DOST-Laguna si Prof. Corañes at ang buong PUP sa kanilang walang tigil na pagsisikap na makipagtulungan sa ahensya upang bigyang kapangyarihan ang mga lokal na MSME sa loob at labas ng Lalawigan ng Laguna.
Ang ahensya ay nagpapatupad ng serye ng mga libreng pagsasanay para sa lahat ng interesadong MSMEs hanggang Hunyo, at bukas sa buong taon para sa mga imbitasyon na magdaos ng face-to-face na pagsasanay sa Good Manufacturing Practices (GMP), Hazard Analysis Critical Control Point (HaCCP) at Sanitation Standard Operating Procedures (SSOPs) na iho-host ng mga may-ari ng negosyo.
