Pinangunahan nang Department of Trade and Industry Laguna, DILG at LGU nang Sta Rosa kasama ang kasundaluhan nang Task Force Ugnay/2nd Civil Military Operations Battalion sa pangunguna ni COL RONALD JESS S ALCUDIA at kapulisan ang pagbibigay ng livelihood packages sa apat-napo (40) dating miembro at kasapi nang Communist Affected Mass Organization (CAMO) sa ilalim ng programa nang DTI ang “Pangkabuhayan sa Pagbangon at Ginhawa Program” na ginanap sa Covered Court ng Berkely Heights Subd. Brgy. Pulong Sta Cruz, Sta Rosa City, Laguna noong ika-31 ng Enero taong kasalukuyan.
Bilang pagsisimula ng programa nagbigay ng pambungad na pananalita si Mr. Ted . Tongohan- Provincial Director ng Department of Trade Industry (DTI). Sa kanyang mensahe nasabi nya na ang programa ay naglalayong mabigyan ng tulong ang mga dating Rebelde upang makapagsimula ng maliit na negosyo at magkaroon ng hanapbuhay upang mapaunlad ang kanilang pamumuhay.
Nagbigay din ng mensahe ang Task Force Ugnay Commander na si COL ALCUDIA, ayon sa kanya ang pagkakaroon ng pangkabuhayan ng mga friends rescued ay naayon sa kakayahan at nababatay sa kanilang hilig at lugar. Dagdag pa niya, na sila ay hindi lang galing sa pagiging NPA bagama’t galing sa iba’t-ibang karakter ng insurgency mula sa maralitang tagalungsod ,mga manggagawa, mga nagkakaisang prente at iba pa. Ipinaliwanag din niya ang tungkol sa nangyayari g recruitment nang mga terroristang NPA sa loob ng mga paaralan hindi lang dito sa Laguna gayon din sa mga karatig lungsod.
Nagpahiwatig rin ng mensahe ang opisyal ng ibat-ibang ahensiya nang gobyerno bilang suporta sa programa: Vice Governor Karen Agapay (Lalawigan ng Laguna), Hon. Danzel Rafter Y. Fernandez (Board Member, First District of Laguna), Police Senior Master Sergeant Rex Mendoza, Pat Christopher Retutal (Santa Rosa City PNP), Nelson Barlao (kinatawan ng DILG), at Hon. Josel Bondoc (Brgy. Councilor of Pulong Sta. Cruz, Santa Rosa City, Laguna).
