Nagkaroon ng bukas at makabuluhang pagpupulong kamakailan si Department of Budget and Management (DBM) Secretary Mina F. Pangandaman kasama ang mga kasapi ng Alliance of Health Workers (AHW), sa pangunguna ng Presidente nitong si Mr. Robert T. Mendoza.
Naganap ang pagpupulong sa mismong tanggapan ng DBM.
Ayon kay Secretary Pangandaman, ang nasabing pulong ay sumaklaw sa ilang concern ng AHW, kabilang ang pagbibigay ng health emergency allowance sa mga healthcare workers.
Matatandaang nitong nakaraang buwan ay naglabas ng datos ang DBM, kung saan makikitang may kabuuang P91.283 bilyong pondo na ang inilabas ng ahensya sa Department of Health (DOH) na sumasaklaw sa Public Health Emergency Benefits and Allowances ng mga healthcare workers mula taong 2021.
Kasama sa nasabing halaga ang kabuuang P73.261 bilyon para masakop ang claim ng 653,295 na kwalipikadong public at private healthcare and non-healthcare workers para sa kanilang health emergency allowance (HEA)/One COVID-19 Allowance (OCA) mula Hulyo 1, 2021 hanggang Hulyo 20, 2023. Kasama rin dito ang P12.90 bilyong pondo para sa Special Risk Allowance (SRA), P3.65 bilyon para sa COVID-19 Sickness and Death Compensation, at P1.4B para sa iba pang benepisyonng mga hcws, gaya ng kanilang pagkain, accommodation, at transportation allowance.
Sa ilalim ng FY 2024 General Appropriations Act (GAA), may kabuuang P19.962 bilyon ang inilaan sa Regular Appropriations ng DOH para masakop ang mga arrears/nakabinbing claim para sa HEA gayundin para sa COVID-19 Sickness and Death Compensation ng Health Care at Non-Health Care Workers. Ang halagang ito ay komprehensibong inilabas sa DOH noong simula ng fiscal year o noong Enero 2024.
Bilang karagdagan sa FY 2024 Regular Appropriations ng DOH, ang kabuuang halaga na P2.351 bilyon ay inilaan para sa HEA sa ilalim ng Unprogrammed Appropriations na maaaring magamit depende sa pagkakaroon ng labis/bagong koleksyon ng kita para sa nasabing layunin.
Kasabay nito, tiniyak ng Kalihim na sa ilalim ng pamumuno ni Pangulong Ferdinand R. Marcos, Jr, nakatuon ang DBM sa pagtiyak ng kapakanan ng ating mga healthcare workers.
